September 11, 2021 <br />Page 36 <br />Highway 10 <br />Highway 10 is a 6-lane freeway from I-35W to Hanson Boulevard, a 4-lane freeway from Hanson <br />Boulevard to Fairoak Avenue, then a 4-lane expressway to Highway 169. The segment between <br />Armstrong Boulevard to Fairoak Avenue will be converted to a freeway in the next four years. Two <br />segments of Highway 10 were chosen for concept development. <br />• Segment A: 4-lane expressway from Armstrong Boulevard to the Highway 10/101/169 <br />intersection, approximately 5.4 miles long and currently part of an Elk River led study. <br />• Segment B: 4-lane freeway from Hanson Boulevard to Round Lake Boulevard, approximately <br />2.8 miles long. <br />Highway 10-Al: At -grade improvements. <br />The Highway 10-A1 concept modifies and consolidates existing intersections and constructs a 2.5- <br />mile frontage road to maintain local access to the highway. The lower cost assumes the five busiest <br />intersections are converted to RCUTs and the other intersections become right -in -right -out. The <br />higher cost assumes all seven intersections in the corridor become signalized. <br />Highway 10 is not assumed to be reconstructed in this concept.
