September 11, 2021 <br />Page 51 <br />2040 Traffic Volumes <br />The feasibility analysis team produced year 2040 traffic forecasts under a no -build and four build <br />scenarios, one for each concept described in the previous section. These forecasts were used to <br />assess changes in average daily traffic (ADT) and volume -to -capacity ratios on key segments of the <br />regional highway network. <br />2040 No -Build Scenario <br />Year 2040 traffic forecasts indicate a significant increase in traffic volumes on northwest metro area <br />highways. Using traditional forecast methods, daily northwest metro highway traffic volumes <br />increase an average of 22 percent between years 2018 and 2040. Under the no -build scenario, much <br />of this increase occurs on I-94, Highway 610, Highway 252, and Highway 10.
