September 11, 2021 <br />Page 54 <br />2040 Build Scenario: Concept 3 <br />Concept 3 introduces a new Mississippi River crossing connecting the existing Armstrong <br />Boulevard/Highway 10 interchange north of the river to the Dayton Parkway/I-94 interchange <br />south of the river. The new facility is assumed to be a four -lane divided arterial roadway with a <br />speed limit of 45-mph. <br />Year 2040 traffic forecasts under Concept 3 show an additional 25,000 vehicles using a new arterial <br />Mississippi River crossing between the existing Highway 101 and Highway 169 crossings.
