September 11, 2021 <br />Page 55 <br />2040 Build Scenario: Concept 4 <br />Concept 4 introduces a new Mississippi River crossing connecting the existing Armstrong <br />Boulevard/Highway 10 interchange north of the river to the Dayton Parkway/I-94 interchange <br />south of the river. The new facility is assumed to be a four -lane divided expressway with a speed <br />limit of 55-mph. <br />Year 2040 traffic forecasts under Concept 4 show an additional 30,000 vpd using a new expressway <br />Mississippi River crossing between the existing Highway 101 and Highway 169 crossings.
