September 11, 2021 <br />Page 56 <br />2040 Traffic Congestion <br />This study's traffic analysis also included an evaluation of year 2040 traffic congestion under the no - <br />build and build scenarios. This evaluation uses year 2040 volume -to -capacity ratios to locate <br />congestion under the no -build scenario and assess the congestion impacts of Concepts 1-4. <br />2040 Traffic Congestion Under No -Build Scenario <br />Increased traffic volumes under the 2040 no -build scenario result in increased congestion on <br />northwest metro highways. Figure 35 illustrates that congestion worsens on Highways 10, 101, 169, <br />610, and I-94 under the 2040 no -build scenario. The causes of this congestion are identified in Table <br />11. In addition, segments currently under capacity become congested under the 2040 no -build <br />scenario.
