The same methodology was used to
calculate intersection delay under the telecommute forecast as under the forecast with traditional
travel behavior assumptions.
AM peak hour intersection delay with increased telecommuting and existing geometry is shown in
Figure 55. PM peak hour intersection delay with increased telecommuting and existing geometry is
shown in Figure 56. These figures show that the Highway 10/Armstrong Boulevard interchange will
operate below 2040 no -build conditions if a new river crossing is built, but with significantly less
delay under forecasts with increased telecommuting than under forecasts with traditional travel
behavior assumptions. This is especially true during the AM peak hour, at which time intersection
delay under the telecommute build scenario is half the delay under the traditional build scenario.
Figure 55: Hwy 10/Armstrong Blvd Intersection Delay with Increased Telecommuting; AM Peak Hour -
Existing Geometry
Existing Conditions M 9 6
2040 No Build - Traditional 30 12 41
2040 Concept 3 - Traditiona I 48 56
2040 Concept 4 - Traditional 49 84
2040 No Build - Telecommute 26 12 27
2040 Concept 3/4 - Telecommute 37 44 58
■ Bunker Lake Blvd
■ TH 10 WB Ramp
■ TH 10EB Ramp
113
151
Intersection Delay (sec)
2 50 300
Figure 56: Hwy 10/Armstrong Blvd Intersection Delay with Increased Telecommuting; PM Peak Hour -
Existing Geometry
Existing Conditions _ 12 8
2040 No Build - Traditional
2040 Concept 3 - Traditional
2040 Concept 4 - Traditional
2040 No Build - Telecommute
2040 Concept 3/4 - Telecommute
17 33
■ Bunker Lake Blvd
■ TH 1OWB Ramp
■ TH 10 EB Ramp
70 121-1116-111
is
28
50 100 150 200 250 300
Intersection Delay► (sec)
Northwest Metro Mississippi River Crossing Feasibility Analysis
