September 11, 2021 <br />Page 86 <br />Figure 65 shows 2040 congestion duration on Highway 169 under traditional and telecommuting <br />forecasts. It shows that even with increased telecommuting, the Highway 169 Mississippi River <br />Crossing is expected to be congested eight hours per day, an additional three hours per day relative <br />to existing conditions. This congestion falls to four hours per day under Concept 3/4.
