The Institute of Transportation Engineering <br />Trip Generation Model is a published document that is nationally recognized, and staff believes <br />it is fairly accurate. <br /> <br />Councilmember Elvig inquired if the traffic count referenced would be considered on the low or <br />high end. <br /> <br />Assistant Public Works Director Olson replied the traffic count referenced is average. Even if <br />the higher traffic numbers of 12.3 trips per single family household were to be used the <br />difference would be of minor impact, and would not necessarily change the recommendation for <br />the mitigation elements. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to approve Resolution <br />#05-08-254 adopting Findings of Fact//0735 in regards to the need of an Environmental Impact <br />Statement for Brookfield Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #8: <br /> <br />Determination of Need for Environmental Impact Statement (EIS) for <br />Oakwood Land Development's Sweet Bay Ridge; Case of City of Ramsey <br /> <br />Counci hncmber Elvig stated he will be abstaining from the discussion and vote on this case. <br /> <br />Councilmember Strommen stated she would express the same comments as the previous case <br />regarding surface water runoff. Also, with regard to the lead issue, she requested information <br />regarding the Pollution Control Agency (PCA) certification being sought by the developer. <br /> <br />John Peterson of Oakwood Land Development replied it is his understanding that an approved <br />clean up plan will be received fi'om the PCA. The goal is to have the PCA certify that this site is <br />clean. There are other strategies that are less definite and Oakwood Land Development is <br />seeking the most stringent standard.
