Abstain: Councilmember <br /> <br />Case #9: <br /> <br />Request for Final Plat and Final Site Plan Approval of Town Center <br />Gardens 3rd Addition; Case of Brightkeys, Inc. <br /> <br />Community Development Director Trudgeon explained Brightkeys is proposing to develop a <br />combination of townhomes and single family lots for the third phase of Town Center Gardens. <br />The whole development site is 51.91 acres. The property proposed to be developed in this phase <br />is approximately 21 acres in size, and is generally located on Bunker Lake Boulevard at Ramsey <br />Boulevard. The final plat proposes to develop 108 townhomes and 19 single-family lots. The <br />subject property has two different land use designations: Medium-Density Residential (proposed <br />PUD) and Mixed Use (Town Center - TC4a). The Medium-Density portion of the approved <br />preliminary plat is 33.12 acres with a net density of 6.9 units per acre. The Mixed-Use portion of <br />the plat is 7.83 acres and has a net density of 9.9 units per acre. The submitted final plat <br />contbrms to the approved preliminary plat. <br /> <br />Community Development Director Trudgeon advised setbacks and lot standards vary across the <br />plat. Thc final site plan reflects some minor changes to setbacks to public and private streets in <br />the northern part of the plat, but all setback deviations remain in line with those approved with <br />the preliminary site plan. These deviations are permitted with the PUD zoning in this corner of <br />the plat. The townhouse units in the TC-4a portion of the plat meet the requirements of that <br />zoning district. He advised the developer has submitted revised calculations that demonstrate the <br />PUD portion of the plat consists of 65% private open space. There are no specific open space <br />requirements for the TC-4a portion of the plat. He advised the preliminary plat proposes a <br />combination of public and private streets. A temporary cul-de-sac will need to be provided on <br />148th Avenue. The approved Master Plan for the Town Center shows Town Center Drive being <br />extended between the subject property and the Town Center property to the west. City plans <br />show Town Center Drive to connect to Variolite Street at Alpine Drive, generally through the <br />subject property, south of Alpine Drive. This street alignment will need to be coordinated <br />between this development and Ramsey Town Center 8th Addition to the west. Because this issue <br />has not yet been resolved, the applicant is showing an outlot in the western portion of the plat. <br />The proposed development is meeting the remainder of the public and private street standards, <br />off-street parking, and townhouse size standards established in City Code. A traffic generation <br />analysis was conducted for the entire site when the 1st Addition of Town Center Gardens was <br />platted. Staff has reviewed this analysis and has determined that no changes are required as a <br />result of this phase. <br /> <br />Community Development Director Trudgeon stated the site plan is proposing six different unit <br />types. None of the proposed townhouse units meet the brick requirements in the R-2 District and <br />q'own Center Development Guidelines.
