Voting No: None. <br /> <br />4) Consider Proposal to Study and Address a Potential Floodplain Zoning <br /> Violation <br /> <br />Assistant Public Works Director Olson explained in a May 12, 2005 letter from Mr. David <br />Scheim et~ FEMA, the City was made aware of a possible violation of floodplain regulations. <br />'l'he City met with Mr. Tom Hovey and Ms. Ceil Strauss of the Minnesota Department of Natural <br />]",csources on June 27, 2005 to discuss this particular matter as well as general floodplain zoning <br />implementation procedures. It was noted that the building permit was issued on the same day as <br />the lboting inspection was conducted for the residence in November of 1987. It would appear <br />that the Fill would have had to be in place prior to City inspection of the site, possibly for some <br />time. Staff has requested a proposal from Polaris Group Inc. to assist in resolving this issue. <br />I:unding Ibr this work is proposed to be from the Storm Water Utility. Voting No: None. <br /> <br />5) Receive Petition for Extension of Sewer and Water Service <br /> <br />Assistant Public Works Director Olson stated staff received a petition for the extension of sewer <br />and water on July 8, 2005. The petition involves properties along Ramsey Boulevard in the area <br />ol' Alpine I)rive and 152''d Avenue. The next step would be to prepare a feasibility study <br />outlining the costs, proposed assessments, schedule, etc. The recommendation of the Public <br />Works (',ommittce was that the petition be received, and after City Attorney revie~v as to form <br />and content of the petition, order preparation of the feasibility study considering the extension of <br />urban services to those petitioning properties. <br /> <br />('ouncilmcmber Elvig noted this petition has been received from the existing homeowners along <br />I4amscy 13oulcvard, not by a new development. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 5 and to direct that the petition be <br />City Council / August 9, 2005 <br /> Page 23 of 25 <br /> <br /> <br />
