Further discussion: Councilmember Elvig noted the Committee discussed that it would be worth informing people in the surrounding area about this petition, as there may be people nearby that do not even know this request exists. Assistant Public Works Director Olson explained there would be a public hearing, and property owners within 350 feet of the pipe would be notified. These properties would have the ability to add into the request. He advised if 50 percent of the people along this pipeline counter this project, the project cannot go forward. Mayor Gamec noted this is a mature neighborhood with a lot of failing systems. Assistant Public Works Director Olson advised if sewer and water is extended past a property and they do not choose to be part of the assessment they would still pay lateral benefit charges if they choose to hook up in the futm'e. Thc lateral benefit charge might be more than the assessment cost. Councilmember Elvig noted it may be cheaper for these residents to hook up now, rather than pay the lateral charge in the future. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. Committee Input Councilmcmbcr Elvig indicated the City petitioned for a flashing traffic signal in front of Ramscy Elementary School and Fire Station No. 1. His understanding is that the County has received a grant and is moving forward with flashing lights for traffic control in front of the school. Assistant Public Works Director Olson responded in the affirmative. He advised the signal at Fire Stmion No. 1 would not be included in the County's grant, and would need to be installed by tile City. Assistant Public Works Director Olson reported the Alpine Drive Railroad Crossing has been completed. Thc total funds spent on this project were approximately $32,000. Mayor Gamec stated he received phone calls from a couple of residents and from Northfork thanking the City for all the signs and notification during this project.
