CASE # ~ <br /> REQUEST FOR A CONDITIONAL USE PERMIT FOR A <br />COMMERCIAL DOG KENNEL TO PROVIDE DOG OBEDIENCE TRAINING <br />ON A RESIDENTIALLY ZONED PARCEL; <br /> CASE OF JEFF STEVENSON <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />ltack/4 round: <br /> <br />On June 23, 2005, the City received an application from Jeff Stevenson for a commercial dog kennel <br />conditional use permit to provide dog obedience and hunting training for up to four (4) adult dogs on the <br />property located at 8125 173'd Ave. NW. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site layout <br />Site Pictures <br />Letter from neighboring resident <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />State Statute requires notifi/cation of the public hearing to property owners within 350 feet of the subject <br />property. <br /> <br />Obserwttions: <br /> <br />Thc subject property is approximately 6.5 acres in size, is zoned R-1 .Rural Developing, and is owned by <br />thc applica,t's parents, William and Susan Stevenson. Over the past three (3) years, between May 1 and <br />October 31, Mr. Stevenson has been providing obedience and hunting training for up to two (2) dogs at a <br />time. An old horse barn on the property has been converted into a dog kennel and has the capacity for <br />fi)ur (4) dogs. Mr. Stevenson would now like to offer his clients an on-site, one (1) month training <br />program tbr up to a maximum of four (4) dogs. <br /> <br />There is an indoor kennel facility on the subject property that can house up to four (4) dogs in separate <br />units. Each unit withiu this facility is twelve by thirteen feet (12' x 13'): There is also an outdoor kennel <br />thai would be utilized while the indoor units are being cleaned and to allow the dogs to spend some time <br />outside during the day. <br /> <br />Mr. Stevenson would spend approximately a half hour each day training dogs individually, )vhich would <br />result in approximately two (2) hours of outdoor training pe.r day if there were four (4) dogs in training. <br />Training would be completed each evening by 6pm. The training is conducted initially with the dog on- <br />leash. If requested by a client, a second month of training may be provided with a dog off-leash; <br />however, an electric collar would be utilized to ensure that a dog remains under the control of Mr. <br />Steveuson at all times. Furthermore, the perimeter of the property is enclosed by a fence. While Mr. <br />Stevenson does provide training for hunting dogs, there is no use of firearms on the subject property. <br /> <br /> <br />
