Mr. Stevenson has stated that dogs would be boarded in the indoor kennel every night. This facility does <br />have cement walls, which help soften any barking that may occur. However, Mr. Stevenson does also <br />have bark collars that can be utilized if the barking becomes an issue. Staff has checked with the Police <br />l)epartment and there have been no complaints regarding dogs at the subject property. It should be noted <br />that Mr. Stevenson does not and will not provide training for dog breeds known to be ag~essive, <br />including, but not necessarily limited to, Pit Bulls, Rottweilers, and Doberman Pinchers on the property. <br /> <br />Stall: has received a letter from a neighboring resident outlining some concerns regarding this request. <br />Subsequent to this letter, the concerned resident spoke at length with the applicant and is comfortable <br />with the request and terms of the proposed conditional use permit. <br /> <br />'l'he I~lanning Commission conducted a public hearing and reviewed the request for a conditional use <br />permit on August 8, 2005. There was substantial neighborhood support of the request at the public <br />heart <br /> <br />Recommendation: <br /> <br />Mx'. Stevenson's parents have two (2) small dogs that are kept in the house and Mr. Stevenson has two <br />(2) dogs that live with him in Anoka. So, at times, there would be a potential for eight (8) dogs on the <br />property. Therefore, the proposed conditional use permit specifies that it allows up to four (4) dogs, in <br />addition to the Stevensons' (both the applicant and his parents) personal dogs, to be trained/boarded on <br />thc properly at any time. City Staff and the Planning Commission recommend approval of the request for <br />a commercial dog kennel conditional use permit to allow for dog obedience and hunting training on a <br />residm~tially zoned property. <br /> <br />Council Action: <br /> <br /> / <br />M()tion to adopt Findings of Fact//__ relating to Jeff Stevenson's request for a conditional use permit <br />Ibr al c()mmercial clog kennel to provide dog obedience training at 8125 173~d Ave NW. <br /> <br />Motion to approve Jeff Stevenson's request for a conditional use permit for a commercial dog kennel to <br />provide (log obedience training at 8125 173rd Ave NW, based on the findings of fact. <br /> <br />-()l'- <br /> <br />Motion to deny Jeff Stevenson's request for a conditional use permit for a commercial dog kennel to <br />provide clog obedience training at 8125 173~d Ave NW, based on the findings of fact. <br /> <br />Review Checldist: <br />Asst.
