Associate Planner Geisler stated City Staff recommends site plan approval contingent upon the <br />rcsublnission of the grading and drainage plan prior to the City Council meeting, and compliance <br />with City StaffReview Letter dated July 1, 2005. <br /> <br />Mr. Kinghorn indicated he is okay with the site plan conditions. He stated his engineer went on <br />vacation for two weeks, which held up revision of the grading and drainage plan, but that will be <br />revised, and parking will be shown on the new site plan. <br /> <br />Commissioner Van Scoy asked if Mr. Kinghorn was okay with the landscaping <br />rccomnlendations. <br /> <br />Mr. Kinghorn indicated he agrees. <br /> <br />Motion by Connnissioner Brauer, seconded by Commissioner Johnson to recommend that the <br />City Council grant approval of the proposed site plan contingent upon the resubmission of the <br />grading and drainage plan, variance application and compliance with City Staff Review Letter <br />daled July l, 2005. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Johnson, Levine, <br />Shepherd, and Van Scoy. Voting No: None. Absent: Commissioner Watson. <br /> <br />Cast #2: <br /> <br />Request for an Interim Use Permit to Operate a Graphics Equipment and <br />Supplies Business in a Detached Accessory Building; Case of Paul & <br />Catherine Sills <br /> <br />Assistant Community Development Director Frolik advised the City received a request for an <br />Interim Use Permit to operate a graphics equipment and supplies business in a detached <br />accessory building. She indicated the application is from Paul and Catherine Sills, who reside at <br />8751 162'*~ I,ane NW. <br /> <br />Assistant Community Development Director Frolik explained that Mr. and Mrs. Sills currently <br />operate a graphics equipment and supplies business in a detached accessory building on their <br />residential property. She indicated they do employ one non-resident, part-time administrative <br />employee to assist with their business. She stated the Sills' parcel is roughly 1.5 acres in size and <br />lhcrelbrc, they arc not eligible to apply for an Accessory Structure Home Occupation Permit, <br />which rcquircs a minimum of three acres. She indicated in light of this, they have applied for an <br />Interim Usc Permit to allow their business operation to continue. <br /> <br />Assistant Community Development Director Frolik advised that the Sills' business is conducted <br />almost entirely by computer, phone, and deliveries. She stated roughly 90% of all orders are <br />shipped fi'om the Sills' suppliers directly to their customers' locations. She indicated the <br />remaining 10% of the orders are delivered to and shipped from their residential properties by <br />ground services such as UPS, FedEx, or SpeeDee. She stated while the application is for an <br />Interhn Use Permit, the standards for an Accessory Structure Home Occupation Permit are being <br />used to evaluate this request.
