Preliminary Plat Review: Sweet Bay Ridge <br />,'l u.gz~st 2, 2005 <br />5 o/'6 <br /> <br />There are also a number of lots that do not have significant tree cover or will not be <br />custom graded. A more detailed review of the tree preservation plan by City Staff is <br />necessary to determine if additional plantings will be needed for these lOts. Both the size <br />and species included in the planting schedule are acceptable. However, the American <br />Ehn should be a variety that is DED resistant. <br /> <br />Tree Preservation Plan: A tree inventory and preservation plan has been submitted. <br />The plan indicates that a portion of the lots will be custom graded, which should allow for <br />a greater number of significant trees to be preserved. In areas where custom grading will <br />not occur, an effort to preserve trees, where possible, should be made. During <br />construction of individual homes, all attempts should be made to preserve individual trees <br />wherever ~'easible. <br /> <br />Tree save l'encing is required around all trees or groups of trees to be preserved. The <br />['cncing shall include, at a minimum, the entire area beneath the tree canopy, which is <br />known as the critical root zone. No construction activity whatsoever may occur within <br />these areas. Moreover, no construction shall begin until this fencing has been installed <br />anti approved by the City. <br /> <br />Steps have been taken to prevent the spread of oak wilt (diseased trees removed and plow <br />lines have been installed). However, a plan should still be submitted outlining future <br />actions that will be taken to protect the remaining oak trees from oak wilt. Any clearing <br />involving oak trees cannot occur between April 15 and July 15 to protect against oak wilt. <br /> <br />Finally, along the eastern edge of this site is a remnant wooded area consisting largely of <br />oak, aspen and pine. This wooded area provides both a corridor and habitat for wildlife <br />while also acting as a natural buffer for the connected wetland complex. The lots should <br />be shifted away from the eastern boundary and a conservation easement should be <br />considered ~br this wooded area to preserve it in an undisturbed, unfragmented state. <br /> <br />Site Contamination: The subject property for this development is the site of the St. <br />Anthony Gun Club, which has been documented to have contamination from lead shot <br />and polynuclear aromatic hydrocarbons (PAH's). Development of this site is contingent. <br />upon thc successfi~l cleanup of these contaminants. <br /> <br />Stormwater Management Fee: A stormwater management fee must be paid for the new <br />lots being created. The 2005 rate is $384.00 per unit. <br /> <br />Sewer and Water Trunk Fee: The Developer and the City will need to enter into an <br />agreement addressing the financing of the sewer and water extension to this development. <br /> <br /> <br />
