CONSIDER EASEMENT ACQUISITION FOR THE NW TRUNK SANITARY <br />SEWER EXTENSION <br /> By; Brian Olson, Assistant Director of Public Works /Principal City Engineer <br /> <br />Bactcground: <br /> <br />On May 11, 2004, City Council authorized Staff to h/re Bolten and Menk to begin the <br />design o f the infrastlxmture included in the Feasibility Studies that petitioned for the <br />extension of sewer and water. The direction at that time was that the costs to design this <br />project were to be paid for from the respective enterprise funds and when and if the <br />project was approved the funds would be reimbursed with the bond proceeds. <br /> <br />On December 6, 2004, the City Council directed staffto implement a public participatiOn <br />program in conjunction with the proposai to extend sanitary sewer to serve the area <br />known as the NW sewer extension. <br /> <br />On l:ebruary 7, 2005, the City held an informational meeting with residents that could be <br />impacted by all the potential sewer alignments that could serve this area to receive <br />comments on each of the alternative alignments that were being considered. <br /> <br />Thc City has been considering five alternative routes for the extension of sanitary sewer <br />service to an area known as the Northwest area which has petitioned for this service. This <br />area is illustrated in the attached figure. Following review of public comment and of the <br />advantages and disadvantages of each alternative, the City Council concurred with staff <br />rcco m mendation at a work session held on March 15, 2005 that Option No. 3 (illustrated <br />on thc figure) be selected as the alignment to be considered in conjunction with this <br />server extension request. <br /> <br />On April 12, 2005, the City Council selected the alignment that was to be considered in <br />the design o f the sewer extension and further directed Staff to notify the residents <br />contiguous to Option No. 3. This occurred on June 9, 2005. <br /> <br />Observations: <br /> <br />Over the past year the City has been in the design process and feel that the plans are far <br />enough along to determine the amount of land that would be necessary to complete the <br />hnprovements. There are approximately 52 properties that will be impacted. These <br />impacts vary from permanent easements for drainage, utility and / or trail purposes to <br />ten ~porary construction easements. Staff has attached the language for the easements that <br />would be necessary but would like the City Attorney to review these for before final <br />~cq uisition. <br /> <br />Staff has included a map of the alignment as part of this case. Since it is in such a small <br />[brmat, we will have a large format graphic that outlines the expected impacts and <br /> <br /> <br />
