After August 1st four wheelers can legally <br />ride in the ditches on County roacls; on City roads they can legally be in the right-of-way with <br />I)NR designation. Thc City orclinance refers to State statute regarding this. <br /> <br />'l'hc consensus el' the Council weis to direct staff to proceed with adoption of the ordinance with <br />the above changes. <br /> <br />2) 2006 ['reli~ninary Budget <br /> <br />City Administrator Norman indicated tonight staff would like to discuss the process of the <br />budget. The City has the option el: lowering the levy after the preliminary levy is set, but does <br />not have thc option of raising thc levy. Over recent years the City has adopted the preliminary <br />levy; however, this year hc would suggest allowing more time to work on the budget. Staff is <br />recommending that the Council adopt the preliminary budget with the intent to do more work on <br />the budget in thc months el' September, October and November. Staff would also like to take the <br />opportunity to work through some details before the first budget work session. <br /> <br />lqnancc el'ricer l,und advised to reach a tax capacity rate of 40%, $431,000 in cuts are needed <br />fi'om the budget. This would represent an 8% increase in the general fund budget. If the Council <br />intends to remain at the 38.18% tax capacity rate as previously discussed, $731,000 in cuts are <br />needed. If no cuts arc done to the bctdget the tax capacity rate would be 43.24%. She advised in <br />a comparison et' cities, the average tax capacity rate is approximately 40%, with Ramsey being <br />fifth to the lowest out o1'2l cities with the 2004 38.18% tax capacity rate. With a tax capacity <br />rate el' 40 to 41%, Ramsey would/'all between eighth and ninth lowest. <br /> <br />City Administrator Norman advised cuts are not the only option; another option would be <br />fimding fi'om other sources. <br /> <br />Councihncmber Strommen requested staff to provide the Council with information showing the <br />tradcofl~ o1' increasing the levy. <br /> <br />Mayor (iamcc noted one el' the biggest increases in the budget is due to personnel. <br /> <br />Thc Council discussed the following positions in relation to the proposed 2006 budget: <br />Community Resource Officer, Communication Specialist, Fire Secretary, Fire Inspector, <br />l!nginecring Technician, and Maintenance Workers. <br /> <br />City Council Work Session / August 9, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
