Absent: CouncilmemberJeffrey. <br /> <br />Case #14: Recreational Vehicles <br /> <br />l'olicc (;hicf Way stated at the July 26, 2005 City Council meeting the Council reviewed and <br />introduced a proposed ordinance containing revisions to City Code Section 6.04 "Snowmobiles". <br />Thc current ordinance regulates the use of snowmobiles on public and private property in the <br />City ot' Ramsey. Revisions to this ordinance would include the use of all-terrain vehicles, off- <br />highway motorcycles, mini bikes, and go-carts, in addition to snowmobiles within the City. He <br />explained the ordinance will amend the title of Section 6.04 "Snowmobiles" to "Recreational <br />Vehicles" lbr the inclusion of these vehicles. A non-use area for recreational vehicles is being <br />designaled south of 167ti' Avenue. However, recreational vehicles will be allowed to operate in <br />the ditch area of Armstrong Boulevard from Central Park to the north. The revision also allows <br />tbr thc loading and unloading of recreational vehicles in the City's Elmcrest and Central Parks. <br />l to advised staff is recommending a change to the proposed ordinance, in Section 6.04.07 "Test <br />I)riving" This would allow test drives in the clearly posted ditch area. The drivers would be <br />required to wear a helmet with a clearly visible orange stripe. <br /> <br />Councilmembcr Pearson asked if warnings are given or if violators are tagged with the first <br />offense. <br /> <br />l'olicc (;hicf Way replied the City has a warning policy. This information is made available to <br />thc public; it will be included in the Ramsey Resident and on the City's website. Staff will also <br />be working with the Snowmobile Club to get signs posted. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Ordinance <br />#05-20 amending City Code Section 6.04 entitled "Snowmobiles". <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor (}amec: aye <br />(:ouncilmcmber Cook: aye <br />Councihnember Elvig: aye <br />(;ouncihnember Jeffi'ey: absent <br />Councihnembcr Olson: aye <br />Counci hncmber Pearson: aye <br />Councihnember Strommen: aye <br /> <br />Motion carried. <br /> <br />(iasc #15: <br /> <br />Considering Entering into a Joint Powers Agreement to Develop a Highway <br />10 Access Management Plan <br /> <br />Assistant Public Works Director Olson stated before the Council is a proposed Joint Powers <br />Agreement between the City and Anoka County for the preparation of an access management <br />plan roi' TIt 10 within the City. The estimated cost of this work is $250,000 of which $200,000 <br />is being provided by a federal appropriations grant to the City. The remaining $50,000 will be <br />shared equally by the City and Anoka County.
