Voting No: None. <br /> <br />l rurthcr discussion: Councilmember Elvig directed staff to add a discussion of the hiring process <br />to an upcoming work session agenda. He expressed concern that a precedent was just set with <br />this action and stated he would like to be clear on the direction that will be followed in the future. <br />Councilmcmber Jeffi'ey indicated he did not intend to set a precedent with this action. It is <br />important to fill the police vacancy, as there are events such as Happy Days coming up quickly. <br /> <br />Case #17: Report from Finance Committee <br /> <br />I) Consider Proposal for Sewer Study North of Trottbrook <br /> <br />Councihnember Strommen explained the last time the City updated the Comprehensive Sewer <br />I~lan it did not include the area north of Trottbrook. This information would be useful to <br />properly design where the pipes need to be placed within the cluster developments coming <br />forward. This study would be an addendum to the Comprehensive Sewer Plan that is in place. <br />Staff received a proposal from Bolton & Menk to complete this update for a cost not to exceed <br />$18,000. The Finance Committee recommended going forward with the proposal. There was <br />also discussion about the cluster ordinance and the Committee would like to remind staff to <br />include this ordinance on a work session agenda for discussion. <br /> <br />Councihncmber Elvig explained this is actually a comprehensive plan study, as opposed to a <br />feasibility study, which is typically petition driven and paid by the petitioner. This study is <br />needed to understand elevations and tracking for the pipes, and this will be dovetailed together <br />with tile comprehensive plan. <br /> <br />Motion by Councihnember Strommen, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Finance Committee and to direct staff to update the comprehensive <br />sanitary sewer study to include the area between Trottbrook and the northern City limits to <br />provide a vision on how to proceed with the cluster developments. <br /> <br />Motion carried. Voting No: None. <br /> <br />Further discussion: Councilmember Elvig directed staff to schedule a review of the cluster <br />ordinance to an upcoming work session agenda. <br /> <br />Case #18: Report fi-om Public Works <br />1) Update on 551.8 - 5520 144th Court Drainage Issues <br /> <br />Assistant Public Works Director Olson explained during the summer of 2004 staff was contacted <br />by Rebecca Moser, 5520 144th Court, regarding drainage problems in the back yard. Staff made <br />several site visits and became aware of the problems at 5518 144th Court during one of the visits. <br />These lots are in the Ponds Subdivision. The tree preservation ordinance was enacted as the <br />Ponds Subdivision was nearing final approval. The selection of trees to be preserved was made <br />in the field as the grading preparations were made. The elevations around the trees were not <br />checked by the project engineer to verify impacts to the grading plans. Three houses were <br />subsequently constructed per the approved grading plan.
