Voting No: None.

Further discussion: Mayor Gamec expressed concern with the amount of time required to
replace pcrsonncl, such as the patrol officer replacement. City Administrator Norman explained
staff has been given attthorization to begin advertising for positions before receiving formal
authorization, and has been able to shorten that time period. The City currently operates under a
City Administrator form of government, which they may want to review as the City grows with
consideration of operating under a City Manager form of government. Police Chief Way
explained regarding the Police replacement, one candidate was lost during the background check
and onc was lost during the physical evaluation. It will be known tomorrow if the third
candidate has passed the requirements, and staff can then bring a name forward to the Council on
3rd
August 2. . Mayor Gamec questioned if the hiring process could be streamlined any further
than it has been. Assistant City Administrator Nelson explained staff brings forward a name for
considcration to be hired and it is put out in the public realm. People may not want their name
out thcrc before they know that they have been chosen to fill the position. She advised the
Council may want to authorize staff to hire a patrol officer without a name, and to bring the
name back for ratification at a future meeting.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to authorize City staff
and Police Chief Way to hire the current patrol officer replacement, contingent on the individual
passing the required background checks and screenings, and to bring the hire back to the Council
for ratification.

City Council / August 9, 2005
