After August 1st four wheelers can legally <br />ride in the ditches on County roads: on City roads they can legally be in the right-of-way with <br />DNR designation. Thc City ordinance refers to State statute regarding this. <br /> <br />Thc consensus of the Council was to direct staff to proceed with adoption of the ordinance with <br />£hc above changes. <br /> <br />2) 2006 Preliminary Budget <br /> <br />City Administrator Norman indicated tonight staff would like to discuss the process of the <br />budget. Thc City has thc option of lowering the levy after the preliminary levy is set, but does <br />not have thc option of raising the levy. Over recent years the City has adopted the preliminary <br />levy; however, this year he woulct suggest allowing more time to work on the budget. Staff is <br />recommending that thc Council adopt the preliminary budget with the intent to do more work on <br />thc budgct in thc months of September, October and November. Staff would also like to take the <br />opportunity to work through some details before the first budget work session. <br /> <br />I:inancc Officer Ixmd advised to reach a tax capacity rate of 40%, $431,000 in cuts are needed <br />fi'om thc budget. This would represent an 8% increase in the general fund budget. If the Council <br />intends to remain at thc 38.18% tax capacity rate as previously discussed, $731,000 in cuts are <br />needed. If no cuts arc done to the budget the tax capacity rate would be 43.24%. She advised in <br />a comparison of cities, the average tax capacity rate is approximately 40%, with Ramsey being <br />liflh to thc lowest out of 21 cities with the 2004 38.18% tax capacity rate. With a tax capacity <br />rate et' 40 to 41%, Ramsey would fall between eighth and ninth lowest. <br /> <br />City Administrator Norman advised cuts are not the only option; another option would be <br />funding from other sources. <br /> <br />(',ouncilmember Strommen requested staff to provide the Council with information showing the <br />tradcoffs o£ increasing tim levs,. <br /> <br />Mayor Gamec noted one of the biggest increases in the budget is due to personnel. <br /> <br />~l'he Council discussed the following positions in relation to the proposed 2006 budget: <br />(;ommunity Resource Officer, Communication Specialist, Fire Secretary, Fire Inspector, <br />I'~ngincering Technician, and Maintenance Workers. <br /> <br />City Council Work Session / August 9, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
