CASE #: L~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF THE MEADOW; <br />CASE OF GM HOMES, INC. <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />GM Homes has applied for sketch plan review to develop 51 new single-family lots on the <br />property generally located on Nowthen Blvd. and Alpine Drive. The following items are enclosed <br />f'or your inl'ormation: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated August 25, 2005 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a. plat. However, the City Council has <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of thc subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> // <br /> <br />Thc sub. iect property is approximately 50 acres and includes a portion of the City Hall campus, <br />several existing residential lots to the south, and the Dental Office lot on the comer of Nowthen <br />Blvd. and Alpine Drive. The Property has several different zoning classifications: the Dental <br />Office lot is zoned B- 1 Business, the City Hall campus is zoned Public/Quasi-Public, and the lots <br />to the south are zoned R-1 Residential. A Comprehensive Plan Amendment and rezoning will be <br />required as a part of preliminary plat review. <br /> <br />The R-1 Residential regulations for the MUSA allow a net density of 3 units per acre. As <br />submitted, the proposed sketch plan has a gross density of approximately 1 unit per acre. The <br />proposed lots do not meet R-1 Residential standards for area and width. The applicant has <br />indicated his intention to apply for rezoning to Planned Unit Development (PUD), which if <br />approved would permit these deviations. <br /> <br />Grading and drainage plans will be reviewed at the preliminary plat stage, and will need-to be <br />reviewed and approved by the Lower Rum River Water Management Organization (LRRWMO). <br />A Tree Preservation Plan and Traffic Generation Analysis will also be required at the time of <br />preliminary plat review and approval. <br /> <br />The sketch plan proposes to brovide 'public access via the existing City Hall access off of Alpine <br />Drive. Connections are proposed to Germanium Circle to the east and Helium Street to the south. <br /> <br />33 <br /> <br /> <br />
