The ~lYeadow <br />Sketch Plan Review <br />Augztst 25, 2005 <br />2of <br /> <br />Tree Preservation Plan: The City's Tree Preservation Ordinance applies to your proposed plat. <br />A Tree Preservation plan must be part of the preliminary plat submittal. <br /> <br />Traffic Analysis Report: The City Charter requires a traffic analysis report for this <br />development. City Staff will utilize the services of a consultant to prepare the rep'ort and the <br />expenses incurred will be charged to the plat application escrow fund, This report must be <br />available at the time of preliminary plat review. <br /> <br />Grading and Drainage Plans: Grading and drainage plans will need to be provided during the <br />preliminary plat process. Ponding will be required to-be provided on-site. A permit from the <br />Lower Rum River Water Management Organization will be required. <br /> <br />Streets and Access:. The sketch plan proposes to utilize the existing City Hall Alpine Drive <br />access and to connect to Germanium Circle to the east. A connection is provided to the south at <br />Helium Street. A future access is also provided in the southeast comer of the plat. The sketch <br />plan shows a cul-de-sac off of Alpine Drive that exceeds the 600-foot length restriction <br />established in City Code. Staff is recommending that either the tots along this cul-de-sac be <br />platted in phases to meet this requirement, or that a temporary access to Nowthen Blvd.-be <br />constructed to line up with the existing City Hall access. Staff has sent the sketch plan to Anoka <br />County for review and comment. <br /> <br /> / <br />Utilities: Al1 lots are prot~osed to be served by municipal sewer and water. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission for <br />arecommendation on park dedication. The City has the option for land, cask or a combination <br />thereof. It is expected that a formal Park Dedication recommendation will occur at the <br />preliminary plat stage. <br /> <br />Staff is recommending that some space be designated within the City-Hall .campus as informal. <br />recreation area with some playground equipment for the neighborhood. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the'final plat for <br />recording. A trail will be required along Nowthen Blvd., per the City's Park and Trail Plan. <br /> <br />Sewer and Water Trunk Fee: Sewer and Water Trunk Fees must be' paid for the new lots prior <br />to the release of the final plat for recording. The rate in effect at the time of final plat approval <br />must be paid prior to the City's release of the final plat for recording. <br /> <br />Stormwater Management Fee: A stormwater management fee must be paid for all' new lots <br />being created. The rate in effect at the time of final plat approval must be paid prior to the City's <br />release of the final plat for recording. <br /> <br />38 <br /> <br /> <br />
