The TC-4b District requires <br />two otT-street parking spaces for each unit. The double garages and driveways provide four off- <br />street parking spaces for each unit. There is no on-street parking permitted on the 24 foot wide <br />priw~tc streets, nor on Bunker Lake Blvd. In lieu of this, the plat has been designed with an <br />additional 62 overflow parking spaces. <br /> <br />Assistant Community Development Director/EDA Executive Director Frolik stated the Park <br />Commission reviewed the sketch plan on February 10, 2005, and stressed the Town Center <br />Development guideline that encourages the use of private courtyards or usable greenspace being <br />provided lbr the residents of the buildings. The final site plan complies with the development <br />guidelines and provides green spaces for recreational and stormwater management purposes on <br />each block. The Grading and Drainage and Utility Plans have been received. The proposed <br />Landscaping Plan easily exceeds the minimum planting requirements in City Code. The Plan is <br />acceptable with some minor modifications. No tree preservation plan is required as the site is <br />void of trees. She advised the perimeter of all three blocks will have sidewalks or trails that are <br />either imcrior to the site or a part of the Town Center trail system in road right-of-ways. The site <br />plan proposes a system of interior sidewalks that provide pedestrian connections between units <br />and also connections to the Town Center trail system. In addition, the applicants are proposing <br />tt) install a sidewalk to provide a pedestrian link between the units that front on Bunker Lake <br />Boulevard. Thc applicants have applied to Anoka County for a license to install this sidewalk in <br />thc County right~of-way for Bunker Lake Boulevard. Overall, the site plan achieves the intent of <br />moving pedestrians within the neighborhoods and to the core area of Town Center. <br /> <br />Assistant Community Development Director/EDA Executive Director Frolik stated the Master <br />Development Agreement for Town Center establishes that there are no park or trail fees due on <br />this plat. ltowever, there is a park payment obligation in the Master Development Agreement <br />that requires a cash payment to the City upon sale of the property in an amount equal to $750.00 <br />times 0~c number of eligible units on the property in accordance with the zoning regulations. <br />She advised staff recommends final plat and site plan approval with contingencies, including <br />compliance with the Engineering Memo dated June 27, 2005. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #05- <br />07-204 to approve the final plat and site plan for Ramsey Town Center 7th Addition, Symphony <br />at Town Center, contingent upon compliance with the City Staff Review Letter of July 7,2005, <br />thc l';ngincering Memo of June 27, 2005, engineering plans being approved by the City, <br />obtaining a license from Anoka County to construct a private sidewalk in the Bunker Lake <br />Boulevard right-of-way, and the applicants entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, and <br />l>earson. Voting No: None.
