Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Jeffrey, <br />and Olson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />COUNCIl, BUSINESS <br /> <br />Case #1: <br /> <br />Request to Rezone Property from R-1 Single Family Residential to Planned <br />Unit Development; Case of National Growth <br /> <br />Community Development Director Trudgeon stated Case No. 1 and Case No. 2 have been <br />discussed by the Council during previous Council meetings. He will answer any questions of the <br />Council at this time. <br /> <br />Mayor Gamec noted one of the real concerns with this proposed development is the length of the <br />cu]-dc-sac. <br /> <br />Councihncmber Elvig stated he has been convinced the City has the ability to use a PUD in this <br />instance, and thc project density is under the PUD requirements. There is still some question <br />about what is a townhouse, cottage home, etc., and the Council should discuss that at a future <br />work session, ttowever, there are two main factors he does not believe meet compliance. One is <br />the length o£ thc cul-de-sac, and the other is the mitigating impact on the surrounding <br />neighborhoods to the north and south. He has spent a fair amount of time with the residents and <br />would like to make a proposal. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to allow for a 600 foot <br />development of Rum River Estates, with staff directed to begin negotiations to acquire first right <br />ol~ rcl'usal for the parcels on north side of the project. Approval would be contingent on the <br />following: <br /> Stall'Review Letter dated May, 6 2005. <br /> · Potassium Street to the south to be held as far to the west as possible and limited to a 24 <br /> foot width with curb and gutter on the west side. <br /> · lh'climinary plat approval for Shade Tree would be amended to establish a public road <br /> access fi'om Quicksilver Circle to Highway 5 for the Shade Tree Cottage plat. <br /> · As part of Potassium Street improvement, the southerly access to County State Aid <br /> t lighway #5 from Nowthen Boulevard would be closed and replaced with a cul-de-sac if <br /> there is a contingency placed by the County for opening up the Quicksilver access. <br /> <br />City Council / July 12, 2005 <br /> Page 5 of 25 <br /> <br /> <br />
