Com~nissioner Shryock stated she would like to review the plans because for the money they are <br />going to spend, she thought the space may not be able to hold the building. <br /> <br />Case #3: Update on Wetland Buffer Ordinance <br /> <br />Civil Engineer II Linton noted the Planning Commission held a public hearing on the Wetland <br />Buff'er Ordinance at their July 7, 2005 meeting. The motion from the Planning Commission was <br />to f'o~vard the ordinance to the City Council for ratification. <br /> <br />Chairperson Johns asked about the setback ordinance regarding the parks. She wondered if the <br />setbacks also applied to the trails or is it just for the structures and how would this impact a <br />boardwalk. <br /> <br />Parks [Jtilities Supervisor Riverblood stated it can be considered a structure but he thought a <br />slructurc in this ordinance means a dwelling. He stated this is intended to protect the intrinsic <br />value of thc wetland by not allowing encroachment of a building or allow yard waste to be put in <br />thc wetlands. <br /> <br />Comlnissioner Olds stated the intent is to eliminate any degradation or construction in a buffer <br />area. That is not to say that an exception could not be granted to have a trail or boardwalk pass <br />through the area. <br /> <br />Chairperson Johns stated when she saw "preserve", Trout Brook will fall into some of this and <br />they will need trails and boardwalks in there. She thought the ordinance was great and <br />commended the Board on all the work they have done. <br /> <br />Chai rpcrson Johns wondered if they were going to designate everything that is there now or when <br />it is developed. <br /> <br />Commissioner Olds stated it will be when developed. <br /> <br />Civil Engineer II Linton stated every wetland in the City will be mapped the developer will have <br />to prove the classification when developed so it will take a lot offthe City. <br /> <br />Commissioner Olds stated there are restrictions but the process would need something like a <br />variaBcc. <br /> <br />Chairperson Johns asked who would be designating the wetlands. <br /> <br />Civil Engineer II Linton stated they would get outside consultation on this. <br /> <br />COMM ISSION/STAFF INPUT <br /> <br />Commissioner Olds thought the blue and red hydrant signs for watering were very noticeable and <br />hclpfi~l. <br /> <br />Park and Recreation Commission/July 14, 2005 <br /> Page 6 of 7 <br /> <br /> <br />
