CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Recruitment Process <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />At Ibc August 9, 2005 City Council meeting, Mayor Gamec expressed concem over the amount of <br />time it takes to fill vacant positions. The City Administrator explained that in the past the City <br />Council had given staff authorization to immediately begin the recruitment process to fill vacancies <br />lbr existing positions, which cuts down on the amount of time it takes to till vacancies. (This <br />process docs; however; require staffto retum to City Council after the completion of a recruitment <br />process to have the selected candidate approved by the City Council). The City Administrator also <br />explained that if'the City Council wishes to further expedite the hiring process, it may wish to <br />consider changing to a City Manager form of government, which gives the City Manager hire and <br />tire authority and; therefore, eliminates the need to approach the City Council on these matters. <br /> <br />Ramscy's Current Recruitment Process <br /> <br />f~,m nscy's cra'rent recruitment process, as outlined in Exhibit A, takes approximately two and one <br />hail'months to complete. The most recent patrol recruitment, which was the impetus for the <br />discussion at the August 9, 2005 City Council meeting, took five months to complete. This <br />recruitment process was so lengthy because, in summary, the position had to be advertised twice, <br />interviews were conducted on three separate occasions and yielded four failed background checks <br />before the City was able to find a suitable candidate. (See Exhibit B for details on the most recent <br />patrol recruitment.) <br /> <br />Shortcut <br /> <br />In tl~c past, staff has on occasion approached the City Council with a resolution to hire an unnamed <br />c~mdidatc contingent upon that candidate passing all required background checks before beginning <br />employment. This shortcut eliminates the need for staffto wait an additional one to three weeks-- <br />alter all background results are determined to be satisfactory--to request authorization to hire. <br />Waiting one to throe weeks for the next City Council meeting means that selected candidates start <br />working one to three weeks later than they would if this shortcut were not used. <br /> <br />Although dcpartmem heads appreciate being able to use the above-described shortcut, this practice <br />rcsttlts in the City Council delegating its hiring authority, which it is not at liberty to do. I have <br />spoken with thc City Attorney and he and I are in agreement that it is not in the City's best interest <br /> <br /> <br />
