The City Attomey's and my opinion on <br />this matter is based on the following provisions of the City Charter and the documented fact that <br />courts do not permit the delegation of hire and fire authority given Ramsey's form or government. <br /> <br />Section 6.2 of the City Charter states the following: <br /> <br />6.2.1 <br /> <br />71'he council may by ordinance establish city departments, offices and agencies and <br />prescribe their fimctions. No power or duty conferred by this charter upon a <br />particular office or agency shall be transferred to any other. <br /> <br />6.2.2 <br /> <br />The city council shall by resolution hire or remove heads of departments, and <br />such other future officers and personnel as may be required to operate the city <br />efficiently. The council shall determine the qualifications thereof and prescribe the <br />duties to be performed by each, except as otherwise prescribed in this charter. <br /> <br />Options for Streamlining the Recruitment Process <br /> <br />Il'thc City Council wishes to consider options for streamlining the hiring process, staffwould <br />recommend that thc following, which would each require additional research, be considered: <br /> <br />Outsourcing background investigations for law enforcement applicants. The extensive <br />background investigations that are required for law enforcement personnel can take several <br />clays to complete and sometimes require travel. It may take a company that specializes in <br />background investigations less time to conduct the investigations, which are currently <br />conducted in- house. In addition, this change would eliminate the need to take officers off <br />patrol duty or pay overtime to officers who conduct the background investigations. <br />Pre-employment testing for public safety positions. Pre-employment testing is promoted as <br />an accurate predictor of performance and would eliminate the need to score applications, <br />which typically takes three or four days depending on the number of applications received. <br />Proposing a charter amendment that would make Ramsey a City Manager form of <br />government. If approved, this charter amendment would give hire/fire authority to the City <br />Manager; thus, eliminating the need to approach the City Council on such matters. <br /> <br />Staff believes that the City currently has a very efficient recruitment process considering the <br />constraints of the City Charter. It is staff's opinion that the only option presented that will <br />signilicantly reduce the time it takes to complete the hiring process is changing to a City Manager <br />lbrm ol'government.
