Assistant Public Works Director Olson requested anyone driving through <br />residential streets to respect the rights of the residents on those streets and to slow down. <br /> <br />Case #1: Lions Picnic/Application for a Two-Day, 3.2 malt Liquor License <br /> <br />Mayor Gamec indicated the Ramsey Lions are applying for a two-day, 3.2% malt liquor license <br />for the softball tournament hosted by Diamond's Sports Bar & Grille. The tournament is <br />scheduled for August 26th and 27th at Central Park. Staff is requesting that the Council waive the <br />license fee, as the Lions Club is a non-profit and generously gives to the community. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Pearson, to approve the <br />application for the Ramsey Lions Club for a two-day, 3.2% malt liquor license for the softball <br />tournament scheduled for Friday, August 26, and Saturday, August 27, 2005, at Central Park, <br />and to approve staff's request to waive the fee for such an event. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Pearson, Cook, Elvig, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit for an Oversized Accessory Building; <br />Case of Keith Schmidt <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik indicated the City <br />has received an application from Keith Schmidt for a conditional use permit to exceed the <br />maximum allowable square footage for accessory buildings on properties between 1 and 1.99 <br />acres as established in City Code on the property located at 8100 151st Lane NW. The subject <br />property is approximately 1.10 acres in size and is located outside the Metropolitan Urban <br />Service Area (MUSA). According to City Code, the property is eligible for 1,664 square feet of <br />accessory building space. The proposed building would be 1,760 square feet in size. Combined <br />with thc existing attached garage the applicant would have 2,244 square feet in accessory <br />building space. This results in an overage of 580 square feet. The applicant would like to <br />exceed the size restriction in order to construct a detached accessory building that would <br />accommodate the storage of private use vehicles and equipment. <br /> <br />Ms. Frolik explained there is an existing pole building and shed on the property, both of which <br />would be removed to facilitate the construction of the new building. The exterior finish of the <br />existing pole building consists of metal paneling and thus is considered legal non-conforming. <br />The proposed building would be located in place of the existing pole building, which is in the <br />rear yard, and will exceed all setbacks established in the R-1Rural Reserve District. The exterior <br />finish of the proposed building will match that of the home and the building would not exceed <br />the 16-foot mean gable roof height restriction. She advised the Planning Commission conducted <br />a public hearing and reviewed the request for a conditional use permit. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />08-277 adopting Findings of Fact #0737 relating to Keith Schmidt's request for a conditional use <br />permit for an oversized accessory building; and to adopt Resolution #05-08-278 approving Keith <br /> <br />City Council / August 23, 2005 <br /> Page 5 of 28 <br /> <br /> <br />
