Voting No: None. <br /> <br />Case No. #3: <br /> <br />Request for a Conditional Use Permit for a Commercial Dog Kennel to <br />Provide Dog Obedience Training on a Residentially Zoned Parcel; Case of <br />Jeff Stevenson <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik stated the City has <br />received an application from Jeff Stevenson for a commercial dog kennel conditional use permit <br />to provide dog obedience and hunting training for up to four adult dogs on the property located at <br />8125 173rd Avenue NW. The subject property is approximately 6.5 acres in size, is zoned R-1 <br />Rural Developing, and is owned by the applicant's parents, William and Susan Stevenson. Over <br />the past three years, between May 1 and October 31, Mr. Stevenson has been providing <br />obedience and hunting training for up to two dogs at a time. An old horse barn on the property <br />has been converted into a dog kennel and has the capacity for four dogs. Mr. Stevenson would <br />now like to offer his clients an on-site, one-month training program for up to a maximum of four <br />dogs. There is an indoor kennel facility on the subject property that can house up to four dogs in <br />separate units. Each unit within this facility is 12 by 13 feet. There is also an outdoor kennel <br />that would be utilized while the indoor units are being cleaned and to allow the dogs to spend <br />sometime outside during the day. <br /> <br />Ms. Frolik explained Mr. Stevenson would spend approximately a half hour each day training <br />dogs individually, which would result in approximately two hours of outdoor training per day if <br />there were four dogs in training. Training would be completed each evening by 6:00 p.m. There <br />is no use of firearms on the subject property. The Planning Commission conducted a public <br />hearing and there was a substantial amount of neighborhood support for this request. The <br />Planning Commission recommended approval. <br /> <br />Mayor Gamec noted dogs have been a problem in the past with barking and different situations. <br />The opportunity for the Stevensons to have this kennel depends on how they maintain things. He <br />is glad to see the Stevensons have support for their kennel. <br /> <br />Councilmember Cook commented the staff report notes that bark collars may be included in the <br />training. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #05- <br />08-279 adopting Findings of Fact #0738 relating to Jeff Stevenson's request for a conditional use <br />permit for a commercial dog kennel to provide dog obedience training at 8125 173rd Ave NW; <br />and to adopt Resolution #05-08-280 approving Jeff Stevenson's request for a conditional use <br />permit for a commercial dog kennel to provide dog obedience training at 8125 173rd Ave NW, <br />based on findings of fact. <br /> <br />City Council / August 23, 2005 <br /> Page 6 of 28 <br /> <br /> <br />
