Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-304 <br />RESOLUTION AUTHORIZING ASSESSMENT AGREEMENT PREPARATION AND <br />ORDERING PLANS AND SPECIFICATIONS FOR IMPROVEMENT PROJECT #20-05, <br />RIVERDALE DRIVE EXTENSION, LLAMA STREET TO BOWERS DRIVE <br />WHEREAS, existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong <br />Boulevard functions as the south frontage road to U.S. Highway 10/169; and <br />WHEREAS, the City of Ramsey proposes to extend Riverdale Drive between Llama <br />Street and Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 <br />to Bowers Drive; and <br />WHEREAS, this improvement project is consistent with the goals and objectives of the <br />Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota <br />Department of Transportation (MnDOT) and the Anoka County Highway Department, and <br />broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka <br />County, MnDOT, and the Metropolitan Council; and <br />WHEREAS, the City represents that the proposed extension of Riverdale Drive between <br />Llama Street and Bowers Drive meets the requirements of the Local Partnership Program (LPP) <br />thereby allowing the project to receive LPP grant funding up to the maximum award amount of <br />$710,000; and <br />WHEREAS, the City has the capability to adequately fund its local cost share for this <br />improvement project; and <br />WHEREAS, additional funding for this work is proposed to be paid by developers of <br />abutting private properties through a mutually agreeable Assessment Agreement; and <br />WHEREAS, the City agrees to comply with all applicable laws and regulations as stated <br />in the grant agreement; and <br />WHEREAS, the City has the necessary capabilities to adequately develop, implement, <br />manage, and maintain this public improvement project; and <br />WHEREAS, on September 3, 2021, MnDOT notified the City it was awarded $612,000 <br />in funding through MnDOT's fiscal year 2023 Metro Local Partnership Program for use in <br />funding a portion of the costs to extend Riverdale Drive between Llama Street and Bowers <br />Drive, designated as Improvement Project #20-05; and <br />WHEREAS, the City received a professional services proposal from Bolton & Menk, <br />
