CC Regular Session 5. 21. <br />Meeting Date: 11/23/2021 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #21-335 to Approve a Three Year Union Contract with AFSCME <br />Purpose/Background: <br />The most recent labor agreement with the American Federation of State, County and Municipal Employees <br />(AFSCME) will expire on December 31, 2021. Staff and Mayor Kuzma met with the union and the City Council <br />several times to discuss contract negotiations specific to wages and health insurance and to address the other <br />outstanding negotiations items. As a result of the meetings, staff reached a tentative agreement between the City of <br />Ramsey and AFSCME to settle a 3-year labor agreement, effective January 1, 2022 through December 31, 2024. <br />Staff recommends the City Council approve the AFSCME labor agreement as follows: <br />1) Duration: Three year contract, effective January 1, 2022 through December 31, 2024. <br />2) Wages: <br />• For years 2022, 2023, and 2024: 3% cost of living increase, effective on January 1st of each year; and <br />• The following positions will receive a market rate adjustment of 2.5%, effective on January 1, 2023 and January <br />1, 2024: <br />• Building Maintenance Workers <br />• Parks, Streets and Utilities Maintenance Workers <br />• Lead Parks and Lead Streets Maintenance Workers <br />3) Health Insurance: <br />The City will make the following contributions toward group health insurance coverage for employees working 30 <br />hours per week or more; as well as to purchase $20,000 of basic life insurance for full-time regular employees <br />working 30 hours per week or more and employees participating in PERA phased retirement: <br />City monthly contributions for 2022 health insurance: <br />The employer will make the following contributions toward group health insurance coverage for employees <br />enrolled in the City's health plan during 2022. In addition, the City will purchase $20,000 of basic life insurance <br />for full-time regular employees. <br />The City's monthly contribution to health insurance premiums in 2022, not including contributions to the <br />H.R.A./V.E.B.A. or H.S.A. are listed below. <br />Monthly City Contributions to Premiums <br />• Employee only (single) City contribution, not to exceed $877.50; and <br />• Employee and Children City contribution is $105 3.3 0; and <br />• Employee and Spouse City contribution is $1106.10; and <br />• Family City contribution is $1369.50; and <br />In addition to the premium contributions listed above, the city will contribute the following to the H.R.A./V.E.B.A. <br />or H.S.A. shown below, as follows: <br />• Single plans with a $4000 deductible receive $194.00 per month toward the H.R.A./V.E.B.A. or H.S.A. <br />• Other single plans receive $130.00 per month toward the H.R.A./V.E.B.A. or H.S.A. <br />
