INSPECTIONS. The City shall be responsible for conducting inspections during <br />construction of the Required Improvements and the Permittee shall be responsible for the <br />cost of' said inspections. The actual cost of the inspections will be charged to the escrow <br />account established at the City for the platting of Sunflower Ridge Second Addition. <br /> <br />IClR E LANES. Fire lanes shall be maintained on the Site. The exact location of these items <br />on thc Site shall be as directed by the City's Fire Chief. The Permittee herein agrees to post <br />"no parking" along private streets in accordance with the instructions of the Fire Chef/Public <br />Works Director. <br /> <br />LIGHTING. Any lighting installed on the Site is subject to prior approval by the City <br />t.;ngincer. <br /> <br />BUILDING FACADE. The Permittee agrees to construct the Structures of maint~nance- <br />l'rec siding, brick accents, and asphalt shingles in accordance with the Building Elevations <br />dated received by the City on May 24, 2002 for the rowhouses and ,2005 for the <br />back-to-back units. <br /> <br />10. MAIl,BOX STANDARDS. A uniform cluster mailbox Plan will be required. The design <br /> and location of the mailboxes are subject to the approval of the Public Works Director. <br /> <br />11. REQUIREMENTS FOR BUILDING PERMIT. No building permits for the Site will be <br /> issued until the Permittee has: a) signed this Development Permit; b) all financial obligations <br /> related to this permit have been fulfilled; c) the final plat of Sunflower Ridge Second <br /> Addition has been recorded at Anoka County; d) a permit from the Lower Rum River <br /> W~ttcrshed Management has been obtained and e) reasonable vehicle access to the lots are <br /> provided <br /> <br />12. IMPI*,OVEMENT CONSTRUCTION SCHEDULE. The Required Improvements shall <br /> be completed before September 30, 2006. <br /> <br />ESCROW FOR REQUIRED IMPROVEMENTS. In order to ensure the installation of the <br />Required improvements in accordance with City specifications and in a timely manner, the <br />I'crm ittee shall be required tO deposit with the City a cash escrow or letter of credit, approved <br />as to fbrm by the City, in the amount of Four Hundred Ninety Seven Thousand Dollars and <br />no cents ($497,000.00) which is 150% of the City's estimated Cost of the Required <br />improvements. Prior to the issuance of the building permit, all financial guarantees must be <br />provided as required herein. <br /> <br />Upon completion of the construction of the Required Improvements, the financial guarantee <br />shall be returned to the Permittee and the Permittee shall be required to provide the <br />landscaping maintenance guarantee described in Item #14 of this Development Permit.
