Broo/qield Addition <br />Preliminary Plat Review <br />.July 29, 2005 <br />Revixed: Septemher 9, 2005 <br /> <br /> · Garnet St. from PROF I <br /> ,, 166"' Avenue via Marble St. (platted only) from PROF A. <br /> <br />Staffoffers the following comments: <br /> · All street names will need to comply with the County grid system. <br /> · A temporary cul-de-sac will need to be provided on all dedicated stub streets within the <br /> subdivision.. <br /> · A 404hot-wide segment of 167th Avenue which was dedicated by the Westby 1st <br /> Addition will need to be vacated. <br /> · Sidewalks need to be placed along one side of all through streets, generally it is preferred <br /> that they be placed on the north and east sides. Sidewalks need to be added to conform <br /> with this requirement. <br /> · It is city policy to place trails within a dedicated trail 'easement along state and county <br /> roadways. The trail proposed along CSAH 5 needs to be relocated into such an easement. <br /> · The preliminary plat has been forwarded to Anoka County for review and comment. It is <br /> anticipated that the right-of-access along Nowthen Blvd will need to be dedicated to <br /> Anoka County. Comments from Anoka County Highway Department have not been <br /> received at the time of this writing. The accesses proposed to CSAH 5 may not comply <br /> with County access spacing guidelines. <br /> · An island is proposed in the center of the cul de sac on the west end of ProfJ leaving a 16 <br /> ~'oot wide driving lane. Staff is recommending elimination of this island as it present <br /> significant operation and maintenance issues including parking, snow plowing and fire <br /> vehicle maneuvering. <br /> <br />Staff continues to have concerns over the proposed median and roundabout proposed for the <br />entrance street Prof J. While the roundabout has been designed in conformance with MnDOT <br />criteria, the design will present some maintenance challenges. The Planning Commission has <br />recommended approval of these features. If approved the development agreement should address <br />the landscaping and maintenance responsibilities associated with these features. <br /> <br />The stmthern portion of the' plat has been modified from the plan reviewed by the Planning <br />Commission. Two cul de sacs. have been eliminated and a stub street has been provided east of <br />Prof A. Staff is supportive of the revised plan, however, we recommend an outlot be retained in <br />the vicinity of Lot 4 Block 12 to provide an additional fUrore street connection from this <br />subdivision to the collector city street. This future connection will provide a traffic outlet which <br />would be utilized by portions of Blocks 8, 9, 10 and 12 which would reduce traffic pressure on <br />the street connections to 168th Avenue and Garnet Street. <br /> <br />~I'he City's Comprehensive Plan proposes the extension of 167th Avenue as a collector street <br />through this subdivision. The proposed plat is not consistent with this plan. The City Council has <br />recommended that the transportation plan be amended such that the furore collector street- <br />l. bllows an alternative aligmnent to the south utilizing the general alignment following 166th <br /> <br /> <br />
