Broo/qield Addition Preliminary Plat Review .July 29, 2005 Revixed: Septemher 9, 2005 · Garnet St. from PROF I ,, 166"' Avenue via Marble St. (platted only) from PROF A. Staffoffers the following comments: · All street names will need to comply with the County grid system. · A temporary cul-de-sac will need to be provided on all dedicated stub streets within the subdivision.. · A 404hot-wide segment of 167th Avenue which was dedicated by the Westby 1st Addition will need to be vacated. · Sidewalks need to be placed along one side of all through streets, generally it is preferred that they be placed on the north and east sides. Sidewalks need to be added to conform with this requirement. · It is city policy to place trails within a dedicated trail 'easement along state and county roadways. The trail proposed along CSAH 5 needs to be relocated into such an easement. · The preliminary plat has been forwarded to Anoka County for review and comment. It is anticipated that the right-of-access along Nowthen Blvd will need to be dedicated to Anoka County. Comments from Anoka County Highway Department have not been received at the time of this writing. The accesses proposed to CSAH 5 may not comply with County access spacing guidelines. · An island is proposed in the center of the cul de sac on the west end of ProfJ leaving a 16 ~'oot wide driving lane. Staff is recommending elimination of this island as it present significant operation and maintenance issues including parking, snow plowing and fire vehicle maneuvering. Staff continues to have concerns over the proposed median and roundabout proposed for the entrance street Prof J. While the roundabout has been designed in conformance with MnDOT criteria, the design will present some maintenance challenges. The Planning Commission has recommended approval of these features. If approved the development agreement should address the landscaping and maintenance responsibilities associated with these features. The stmthern portion of the' plat has been modified from the plan reviewed by the Planning Commission. Two cul de sacs. have been eliminated and a stub street has been provided east of Prof A. Staff is supportive of the revised plan, however, we recommend an outlot be retained in the vicinity of Lot 4 Block 12 to provide an additional fUrore street connection from this subdivision to the collector city street. This future connection will provide a traffic outlet which would be utilized by portions of Blocks 8, 9, 10 and 12 which would reduce traffic pressure on the street connections to 168th Avenue and Garnet Street. ~I'he City's Comprehensive Plan proposes the extension of 167th Avenue as a collector street through this subdivision. The proposed plat is not consistent with this plan.
