The second option Would be a strip of land in common ownership that is at least forty-five <br />(45) l'ect wide along with a planting schedule of at least eight (8) each of overstory trees, <br />understory trees, and evergreen trees per 100 feet of property boundary adjacent to the impacted <br /> <br />USC. <br /> <br />The current plan indicates that a combination of existing trees, berming with shrub plantings, and <br />new trees are being used for density transitioning. However, a greater number of deciduous and <br />conifcr,)us overstory trees, as well as ornamental trees, need to be incorporated into the plan, <br />concentrated in the aforer, nentioned areas, to provide varying layers of buffering. The focus <br />:,ht)uld be placed more so on the number of plantings installed rather than the width of the buffer <br />:~trip. <br /> <br />A revised landscaping plan is needed that addresses the density transitioning requirements. <br /> <br />Wetlands: A substantial portion of the property is wetland, which has been delineated and <br />encumbered with drainage and utility easements on the preliminary plat. The City is in the <br />process of considering a wetland buffer ordinance. While this ordinance is not yet in effect, Staff <br />is requesting that you consider implementing a wetland buffer along the wetlands in the southern <br />portion of the plat. Staff is of the opinion that the combination of conservation easement and trail <br />in the northern portion of the plat will sufficiently buffer Trott Brook. <br /> <br />Envirm~mental Review: Because more than 80 acres of agricultural, native prairie, forest, or <br />naturally vegetated land is being converted to residential use, an Environmental Assessment <br />Worksheet (EAW) is required for this development. The EAW was reviewed by the City Council <br />on August 9, 2005. The Council determined that an EIS is not necessary for Brookfield Addition. <br /> <br />Streets and Access: The proposal includes several public roads that provide access to the plat: · CSAH 5 (Nowthen Blvd) from PROF J and PROF H <br /> · 168"' Avenue Ii'om PROF E <br /> <br /> <br />
