CASE #

CONSIDER ORDINANCE TO AMEND SECTION 9.20.11
(R-1 RESIDENTIAL DISTRICT) OF CITY CODE;
CASE OF CITY OF RAMSEY
By: Chris Anderson, Zoning & Recycling Coordinator

Backgronnd:

Itl July ol' 2005, Ordinance # 05-12 amended the R-1 Bulk Standards. During that amendment
process, tile Rural Developing Bulk Standards erroneously reverted back to the "old" standards
with regard to lot size, lot width, and setbacks.

Observatioos:

StalT hats drafted an ordinance that will Correct the lot size,'lot width, and setbacks for the R-1
RLtral Developing bulk standards. Staff also notice that when the R-1. Rural Developing bulk
standards were amended to require lot clustering, the maximum number of driveways was
reduced fi'om two (2) to one (1) per street frontage. This is logical for all lots created under the
new standards, which would be similar in size to urban lots. However, most of the existing
properties in the Rural Developing district are at least an acre in size and thus, Staff-has also
revised tile bulk standards to specify that clustered lots are limited to one (1) driveway per street
l'rontagc but that all existing (non-clustered) lots are limited to two (2) driveways.

The Planning Commission conducted a public hearing on September 1, 2005. There were no
written or verbal commer~ts submitted at the hearing.

Recomlnendation:

The Planning Commission and City Staff recommend approval of the proposed amendments to
City Code Section 9.20.11 (R-1 Residential District).

Council Action:

Motion to introduce an ordinance to amend City Code Section 9.20.11 (R-1 Residential District).

Review Checklist:

Asst.
