CASE #: ~ <br /> <br /> ADOPT ORDINANCE TO EXTEND <br />THE NO WAKE ZONE ON THE RUM RIVER <br />By: Jason Schmidt, Management Intern <br /> <br />Background: <br /> <br />.On April 12, 2005, the City Council held a Public Hearing on the consideration to extend the no <br />wake ordinance from the Ramsey and Anoka city limits to mile marker 4.4. City Council <br />advised Staff to move forward with the process and submit all required applications to the 'DNR <br />l'or their approval. On August 15, 2005, the DNR approved the proposed no wake ordinance and <br />gave the City of Ramsey and City of Anoka approval to adopt the no wake ordinance. <br />Establishment. of no wake zones on the river requires-the cooperation of all communities on <br />either side el" the River for the area to be posted. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) Site location map <br />b) ()rdinance #05-xx <br /> <br />Notification: <br /> <br />'['he adoption of thc ordinance does not fequire public notification. A public hearing was held on <br />April 12, 2005, and staff,notified property owners within 700 feet of the proposed no wake zone <br />or~ thc R. um River at that time. <br /> <br />Obscrwttions: <br /> <br />Various residents along the Rum River in Ramsey have requested that the Ramsey City Council <br />establish a no wake zone to curb the erosion that is occurring. In 1999, Ramsey City Council <br />worked with Andover City Council and adopted Ordinance #99-08 establishing a slow no wake <br />zone on the Rum River north of the proposed area from mile markers 4.4 to 5.2. The City of <br />Anoka established a slow no wake zone south of the proposed area from the Mississippi River to <br />thc Anoka/Ralnsey city limits. The adoption of the proposed Ordinance #05-xx would extend <br />thc slow no wake zone from the Anoka/Ramsey limits to the 5.2-mile marker. The City of <br />Ralnscy and Anoka entered into a joint powers agreement on July 5 to establish the slow no wake <br /> <br />ZOI]C. <br /> <br />Staff worked with the City of Anoka and submitted a water surface worksheet, site location map, <br />statement explaining the necessity for the ordinance, a copy of the proposed ordinance, and an <br />account et' the public hearing to the Minnesota DNR for their review and approval. The <br />~innesota DNR gave the City of Ramsey and City of Anoka approval to move forward with the <br />:~low no wake ordinance from the Anoka/Ramsey limits to mile marker 4.4. <br /> <br /> <br />
