FC Case <br /> <br />RESIDENTIAL CURl/SIDE RECYCLING CONTRACT <br />BY: James E. Norman, City Administrator <br /> Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />In January of 2002, the City entered into a three (3) year contract with ACE Solid Waste, <br />Inc. lbr the curbside collection of residential recycling. The contract included an option <br />lbr a one (1) year extension which was exercised for 2005. The current contract with <br />ACE Solid Waste, Inc. is set to expire on December 31, 2005. <br /> <br />Thc following items are enclosed for your review: <br /> <br />a) l~cttcr fi'om Mike Berkopec of ACE Solid Waste, Inc. <br />b) A(~I~; Solid Waste, Inc. proposal for recycling services <br /> <br />Observations: <br /> <br />It has generally been the City's past practice to solicit proposals for the residential <br />curbsictc recycling service. However, recycling is a contracted service rather than the <br />purchase of "supplies, materials, equipment, or rental, thereof, or the construction, <br />alteration, repair, or maintenance of real or personal property". Therefore, State Statute <br />docs not require the City to obtain competitive bids. <br /> <br />ACI:~ Solid Waste, Inc. has expressed a desire to continue providing recycling services for <br />thc (!ity of Ramsey. Mike Berkopec, with ACE Solid Waste, has submitted a letter to the <br />City outlining ACE's desire to continue to service the City of Ramsey as well as a <br />proposal tbr a single sort collection program. <br /> <br />As you know, the City's current recycling program functions as a two-son program, <br />meaning that paper products must be separated from recyclable containers (plastic, steel, <br />tin, aluminum, and glass). Some haulers are now converting to a single son system, <br />which requires no separation of recyclables by residents. The single son system has <br />shown to increase participation in recycling by residents as well as increase the overall <br />tonnage collected. <br /> <br />Recommendation: <br /> <br />ri'he Finance Committee may want to consider entering into contract negotiations with <br />ACE Solid Waste or direct Staff to obtain quotes from recycling haulers licensed to <br />operate in thc City. The quoting process would enable the City to verify that it is <br />receiving competitive and comparable prices to other cities in the area. The City does <br />have at its discretion the ability to award a contract to a company that meets the best <br />interests of the City, rather than awarding the contract based solely on the lowest bid <br />price. It' the Finance Committee is so inclined to direct Staff to enter into negotiations <br /> <br /> <br />
