SOLID WASTE, INC.

6601 McKinley Street NW, Rarnsey, MN 55303

9/712005

Single Sort Recycling Proposal to City of Ramsey

W/tat is it? Single sort recycling is the result of new sorting and processing technology that allows
residents to put all recyclable materials in one container for recycling. The technology allows for the
effective sorting of plastic, glass and metal containers from recyclable paper products.

The New Container: Ace Solid Waste is proposing to provide 65 gallon wheeled carts with lids for
recycling. These carts look just like garbage carts, but have a gray lid and labeling to identify them for
recycling. The larger cart increases the amount of available container volume from 18 gallons to 65
gallons. In addition, items like cardboard are more easily recycled because of the larger cart. Wheels
make it easier and because sorting is not required, participation increases! The City will no longer be
responsible for the purchase of recycling bins. The carts remain the property of Ace Solid Waste.

Recyclable Material: In addition to more volume of all materials, we have expanded the list of
:_tcccptable materials. The new list of materials includes:
(;lass containers having no plastic, metal or other lids
PET, HDPD and PVC containers
Metal beverage and food cans
Newspapers
Corrugated cardboard
Boxboard defined as cereal, cake, and chip boxes
Mixed mail, paperback books, magazines and phone books

Cost: We are finalizing out' cost analysis and look forward to discussing it in more detail. Fuel costs have
had a dramatic impact on our operation along with normal cost increases. Single sort does require a new
capital investment of close to $400,000 in carts. Given these factors we think our rate per home will be
highe,' than the current $1.88 per home per month, but given the increased tonnage the value will justify
thc price. A rate survey of comparable service in other cities will shown that our price is competitive.

Co,tract Ter,t: The cart investment represents a significant commitment to the City of Ramsey. We
would prefer a contract length of seven years to amortize the cart and cart delivery costs.

hnplementation: The cun'ent contract ends on December 31, 2005. We would expect to implement the
new collection system no later than July 1st, 2006 with a target date of April, 1st 2006.

TtJ t~
LEADER
SERVICE

(P) 763-427-3110 (F) 763-427-1691 www.acesolidwaste.com
