Industrial solid waste land disposal facility means a site used to dispose of industrial solid waste in or on the
<br />land.
<br />Industrial use means the use of land or buildings for the production, manufacture, warehousing, storage, or
<br />transfer of goods, products, commodities, or other wholesale items.
<br />Institution means any building housing any civic, philanthropic, educational, public, religious or public service
<br />organization.
<br />Intensive vegetation clearing means the complete removal of trees or shrubs in a contiguous patch, strip,
<br />row, or block.
<br />Junkyard means land or buildings where waste, discarded or salvaged materials are bought, sold, stored,
<br />exchanged, cleared, packaged, disassembled or handled.
<br />Key means a designed compacted fill placed in a trench excavated in earth material beneath the toe of a
<br />proposed fill slope.
<br />Land disposal facility means any tract or parcel of land, including any constructed facility, at which solid
<br />waste is disposed of in or on the land.
<br />Land disturbance activity means any land change that may result in soil erosion from water or wind and the
<br />movement of sediments into or upon waters or lands within this government's jurisdiction, including clearing and
<br />grubbing, grading, excavating, transporting and filling of land. Within the context of this rule, land disturbance
<br />activity does not mean:
<br />(1) Minor land disturbance activities such as home gardens and an individual's home landscaping, repairs,
<br />and maintenance work.
<br />(2) Construction, installation, and maintenance of electric, telephone, and cable television, utility lines or
<br />individual service connection to these utilities, which result in creating under 500 square feet of
<br />exposed soil.
<br />(3) Tilling, planting, or harvesting of agricultural, horticultural, or silvicultural crops.
<br />(4) Installation of fence, sign, telephone, and electric poles and other kinds of posts or poles which result
<br />in creating under 500 square feet of exposed soil.
<br />Emergency work to protect life, limb, or property and emergency repairs, unless the land disturbing
<br />activity would have otherwise required an approved erosion and sediment control plan, except for the
<br />emergency. If such a plan would have been required, then the disturbed land area shall be shaped and
<br />stabilized in accordance with the city's requirements as soon as possible.

<br />Land pollution means the presence in or on the land of any waste or waste byproduct in such quantity, of
<br />such nature and duration, and under such condition as would affect any waters of the state, create air
<br />contaminants, cause air pollution or contaminate soils at the site making the site unacceptable for further use.
<br />Land reclamation means the process of the reestablishment of acceptable topography (i.e., slopes),
<br />vegetative cover, soil stability and the establishment of safe conditions appropriate to the subsequent use of the
<br />land.
<br />Landfill activity means the process of land disposal, including but not limited to dumping of waste or
<br />processed waste, excavating cover material, storage and servicing of equipment, placing cover material, or
<br />stockpiling of materials for landfill requirements.
<br />Landfill activity area means the area where landfill activity takes place.
<br />Landmark tree means any tree which is determined by the city council to be of unique and intrinsic value to
<br />the general public. This could be the result of its size, age, historic association or ecological value or any tree
