Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #22-033 <br />RESOLUTION REJECTING BIDS FOR WATER TREATMENT PLANT TRUNK <br />WATERMAIN IMPROVEMENTS, IMPROVEMENT PROJECT #21-08 <br />WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8, <br />2019, five (5) proposals were accepted and a professional services contract was awarded to SEH, <br />Inc. for the purpose of analyzing the City's municipal water supply system source water, <br />developing a water system model, and preparing a preliminary design report for a centralized <br />water treatment plant to ensure that the City's municipal water supply system will continue to <br />provide adequate quantities of safe drinking water into the foreseeable future; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, <br />2021, a professional services contract was awarded to SEH, Inc. for all design and construction <br />services needed to allow the trunk watermain improvements needed to support the centralized <br />water treatment plant to be designed, bid, and constructed before the water treatment plant is <br />constructed; and <br />WHEREAS, funds required to pay for the trunk watermain improvements have been <br />collected from municipal water supply users and are available to fund the proposed <br />improvements, and <br />WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October <br />26, 2022, the final plans and specifications prepared by SEH, Inc. were approved and <br />advertisements for bids were authorized for said improvements, and <br />WHEREAS, bids were advertised on QuestCDN, an online bidding platform, and in <br />the Anoka Union Herald and in Finance and Commerce on October 29 and November 5, <br />2021; and <br />WHEREAS, bids were received, opened, and tabulated on January 4, 2022, and the <br />following bids were found to comply with the advertisement for bids; and <br />CONTRACTOR <br />TOTAL SCHEDULE 1 <br />BID <br />TOTAL SCHEDULE 2 <br />BID <br />Park Construction Co. <br />$6,737,287.45 <br />$7,059,102.16 <br />Forest Lake Contracting, Inc. <br />$7,652,529.55 <br />$8,391,994.66 <br />Engineer's Estimate <br />$4, 875, 068.50 <br />$4, 916,194.50 <br />WHEREAS, all bids received for the total schedule 1 bid and the total schedule 2 <br />bid were in accordance with the approved plans and specifications and advertisement for <br />bids but exceeded the engineer's estimate by 38-percent or more, which is more than the <br />City can reasonably fund at this time so all bids are hereby rejected. <br />Resolution #22-033 <br />Page 1 of 2 <br />
