CC Regular Session <br />Meeting Date: 01/25/2022 <br />Submitted For: Joe Feriancek, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />5.7. <br />Title <br />Adopt Resolution #22-021 Accepting Bids and Awarding Contract for Improvement Project #21-10, Fire Station <br />No.1 Parking Lot Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #22-021 Accepting Bids and Awarding Contract for Improvement <br />Project #21-10, Fire Station No.1 Parking Lot Improvements. <br />Background: <br />City Improvement Project 21-10 proposes to make improvements to the parking lot at Ramsey Fire Station No.1, <br />located at 15050 Armstrong Boulevard. <br />The existing parking lot was built in 2001. Drainage issues are apparent near the northern entrance off of <br />Armstrong Boulevard. Four (4) pavement cores were taken in various areas of the parking lot. Three (3) measured a <br />thickness of 2.25", while one (1) measured a thickness of 2.75" for the existing bituminous pavement. <br />Staff is proposing to mill 1.0" of existing pavement off the surface of the parking lot and overlay 1.5" of new <br />bituminous pavement. The pavement and concrete curb and gutter, near the northern entrance to Armstrong <br />Boulevard, back approximately 100 lineal feet, will be removed and rebuilt to allow for proper drainage to the <br />existing swale along Armstrong Boulevard. Additional spot concrete curb and gutter and bituminous patching is <br />proposed due to poor conditions. Pedestrian ramp improvements are required where the existing bituminous trail <br />crosses the entrances. After paving, the parking lot is proposed to be marked to generally match the existing <br />pavement marking layout, with the addition of another handicap stall to meet current Minnesota Accessibility Code. <br />On July 27, 2021 the Ramsey City Council adopted resolution #21-195, ordering Staff to prepare plans and <br />specifications for improvement project #21-10, Fire Station No.1 Parking Lot Improvements. Staff prepared plans <br />and specifications in-house as part of their normal duties. <br />On December 14, 2021 the Ramsey City Council adopted resolution #21-344, approving plans and specifications <br />and authorizing advertisements for bids for Fire Station No.1 Parking Lot Improvements, Improvement Project <br />#21-10. Staff publicly opened bids on January 18, 2022 for the mentioned improvements. <br />The proposed improvements are designated as City Improvement Project #21-10, Fire Station No.1 Parking Lot <br />Improvements. <br />Notification: <br />Advertisements were published in the Anoka Union Herald and in Finance & Commerce on December 17 and <br />December 24, 2021. Bids were also advertised on-line on Quest CDN. <br />Observations/Alternatives: <br />Motion to adopt Resolution #22-021 accepting bids and awarding contract for Improvement Project #21-10, Fire <br />Station No.1 Parking Lot Improvements, to North Valley, Inc. for the bid in the amount of $104,935.73. <br />
