During the discussion, it was proposed that the architect for the Church redesign <br />and update the Master Plan for their site to determine the amount of land that would be necessary <br />to satisl}, their need for space to accomplish the intended uses on the site. Since it would be at <br />thc request of thc City, staff felt that this update should be at City expense. The City has <br />received a proposal from Vanman Architects & Builders, Inc to accomplish this task at a cost of <br />$12,500. <br /> <br />Assistant l'ublic Works Director Olson advised there was also considerable discussion about <br />access lo thc Church and the geometrics that would be necessary for the future vision of this <br />highway system. This would ultimately determine the amount of land that would be necessary <br />lbr thc realignment to occur. This task was not included in the Vanman proposal. The City has <br />received a proposal from Bolton and Menk for a cost not to exceed $15,850. Staff also feels that <br />this should be at City expense. Staff proposes that this money would be funded through TIF #1, <br />which has an adequate balance. He advised staff recommends that the Finance Committee <br />recommend to the City Council that staff be authorized to approve the proposals for Bolton and <br />Monk for a cost not to exceed $15,850 and Vanman Architect Builders for a cost of $12,500. <br /> <br />Cotmci hncmbcr Elvig inquired what the balance is in the TIF #1 fund. <br /> <br />Assistant Public Works Director Olson replied the fund balance is $82,500. <br /> <br />r;otmcilmcmber glvig questioned if the City is putting the cart before the horse in this situation, <br />and it' an indication should be received from governmental agencies that this is a good idea <br />before they start spending money. <br /> <br />(;ity Administrator Norman replied he would prefer to have some of this work completed prior to <br />sitting down with the governmental agencies. It is likely that these agencies will follow if the <br />City has taken the lead in this process. <br /> <br />Councihncmber Elvig inquired about the possibility of an underpass being utilized, as was <br />previously discusscd. <br /> <br />(;ity Administrator Norman replied this will be determined when Bolton and Menk reviews the <br />grades. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Olson, to recommend to the City <br />Council that staff be authorized to approve the proposals from Bolton and Menk for a cost not to <br />exceed $15,850 and Vanman Architect and Builders for a cost of $12,500. <br /> <br />Cotmci Imcmbcr Olson commented the City owes a lot to Lord of Life Church for being willing <br />to cntcr into this discussion. <br /> <br />Motion carried.
