Case #2: <br /> <br />Authorizing the Construction of Trail and Bridge Connecting Elmcrest Park <br />to the Existing Trail System <br /> <br />Assistant Public Works Director Olson reviewed that the Park and Recreation Commission has <br />recommended the construction of a trail and bridge connecting Elmcrest Park to the existing trail <br />system, and the Council has detailed a $65,000 project within the 2005 Capital Improvement <br />Program. The proposed resolution would authorize staff to receive quotations and proceed with <br />thc construction of a trail and attendant bridge to connect Elmcrest Park to the neighborhoods to <br />thc south of thc park and the west side of St. Francis Boulevard. The project would be funded <br />fi'om the Park Improvement Trust Fund. <br /> <br />Councitmembcr Elvig inquired if the Park and Recreation Commission is aware of these funds <br />coming ii'om thc Park Trust Fund. <br /> <br />Assistant Public Works Director Olson responded in the affirmative and indicated the <br />Commission recommended approval as part of the CIP process. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to recommend to the City <br />Council that the resolution be approved authorizing the construction of trail and bridge <br />connecting Elmcrest Park to the existing trail system. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Elvig and Olson. Voting <br />No: None. <br /> <br />COMMITTEE INPUT <br /> <br />Councihncmbcr Elvig inquired about the status of the delinquent water fees, and if any funds <br />have bccn collected from the involved businesses. City Administrator Norman replied there is <br />no update at this time; staff is waiting for an appraisal to be completed. Finance Officer Lurid <br />indicalcd authorizmion was not given to charge the businesses for the delinquent fees. <br />(:ouncihncmbcr Elvig directed staff to include this discussion on the agenda of the next Finance <br />(',ommittcc meeting. <br /> <br />(;hairperson Strommen indicated she will not be present at the budget work session on August <br />23''d. She requested there be consideration of providing funding to the Alexander House during <br />the budget discussion. She explained the Alexander House is looking at the potential of <br />receiving funds from cities they serve due to funding cuts.
