CC Regular Session 5. 6. <br />Meeting Date: 02/08/2022 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #22-040 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive <br />Purpose/Background: <br />Purpose <br />The purpose of this case is to adopt Resolution #22-040 approving plans and specifications and authorizing <br />advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama <br />Street to Bowers Drive. <br />Background: <br />The extension of Riverdale Drive between Llama Street and Bowers Drive is needed to support development in the <br />area. In the Spring of 2022, Capstone Homes plans to begin construction on the first phase of Riverstone South, a <br />244-unit residential development east of Bowers Drive and south of U.S. Highway 10/169. Commercial <br />development is also proposed in the area between U.S. Highway 10/169 and the proposed extension of Riverdale <br />Drive. These developers will pay trunk utility fees at the time they develop to replenish the trunk utility funds, <br />which will pay for the majority of these trunk utility improvements. <br />Improvement Project #22-05 proposes to construct the trunk municipal utilities (sanitary sewer and wateninain) <br />along the proposed extension of Riverdale Drive NW between Llama Street NW and Bowers Drive, along with the <br />required storm sewer improvements. As discussed previously, the trunk utility improvements are proposed to be <br />constructed ahead of the street improvements project (Improvement Project #20-05) to better facilitate the proposed <br />construction schedule for Riverstone South. This prevents the trunk utility plans from needing to follow the same <br />MnDOT LPP plan review process as the street improvement plans, thereby allowing the utility improvements to be <br />bid and constructed earlier and to minimize the construction schedule for Improvement Project #20-05. <br />This project is expected to take around 8 weeks to construct, including the lift station within the Riverstone South <br />plat. Staff will work to properly coordinate this trunk utility work with the developer's private utilities work. <br />Construction is proposed to start in mid -May, depending on weather and Contractor availability. Construction is <br />anticipated to be complete by August. This schedule is dependent on bids being authorized tonight, and a contract <br />for construction being awarded in late March. At that time, the contractor may then order their materials. Delivery <br />of construction materials, especially utility pipes and appurtenances, has recently been taking up to several months <br />to be delivered to the project site. For this reason, Staff did not wait to present plans to the Public Works Committee <br />to request a recommendation for City Council approval as is normally the case. <br />Notification: <br />Public notifications were not required in advance of this case. <br />Upon receiving Council authorization this evening, advertisements will be published in the Anoka Union Herald <br />and in Finance & Commerce on Friday, February 1 lth, and Friday, February 18th, 2022, as required per State <br />Statute. <br />This project will also be advertised and bid electronically through QuestCDN.
