Observations/Alternatives: Alternative #1 — Adopt Resolution #22-040 approving plans and specifications and authorizing advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive. Funding Source: Pursuant to Resolution #21-305, Bolton and Menk, Inc. (BMI) prepared final plans and specifications for this project at a not to exceed cost of $188,070, which included an alternate fee to prepare plans and specifications for constructing a watermain loop between the south and north sides of Highway 10 in the area of Puma Street. This loop is included in the City's Comprehensive Water Supply Plan, and Council approved adding this design to the plans. BMI's plan preparation and bid administration fees, along with other administrative, engineering, finance and legal fees, is included in the indirect project costs. Below are BMI's opinion of probable construction costs for Improvement Project #22-05 based on their current plans, which are purposely not attached to this case to prevent anyone from using the plans to submit a bid outside of the QuestCDN process. Probable Construction Costs Street and Trail = $ 425,345 Storm Sewer = $ 154,285 Sanitary Sewer = $ 1,564,970 Watermain = $ 797,600 Total = $ 2,942,200 Total probable project costs, which include 23-percent indirect fees, totals $3,618,906. Project costs related to street and trail improvements will be paid using Municipal State Aid (MSA) funds. The $612,000 in Local Partnership Program funds previously awarded by MnDOT will be used to pay for street and trail improvements constructed as part of Improvement Project #20-05. Project costs related to sanitary sewer, water and stormwater improvements will be paid using the respective enterprise funds. Recommendation: Staff recommends approving Alternative #1. Again, a recommendation from the Public Works Committee was not requested for this project due to the need to advertise this project as soon as possible to accommodate the long lead time currently being observed between ordering utility pipes and appurtenant materials and the delivery of such materials.
