-and- <br /> <br />Thc south 30 feet of Lot 2, Block 4, Gateway North Industrial Park Plat 2. <br /> <br />("Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMS E Y, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That thc Applicant appeared before the Planning Commission for a public hearing <br />pursuant to Section 9.03.05 of the Ramsey City Code on August 8, 2005, and that the <br />public bearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />2) rlhat the subject site is approximately 15 acres in size. <br /> <br />'lhat a commercial asphalt bituminous plant is not a permitted use in any district in the <br />City of Ramsey. <br /> <br />4) <br /> <br />That the City of Ramsey issued a conditional use permit to the Applicant for an asphalt <br />production plant on July 12, 1988 that expired on January 31, 1995. <br /> <br />) <br /> <br />~l'hat the City of Ramsey issued another conditional use permit to the Applicant on <br />l"cbruary 28, 1995 to continue operation of the asphalt production plant until March 1, <br />20O0. <br /> <br />6) <br /> <br />'hat the City of Ramsey renewed the Conditional Use Permit for the Applicant on March <br />28, 2000 to continue operation of the asphalt production plant until March 15, 2005. <br /> <br />7) <br /> <br />'l'hat on July 1 I, 2005, the City of Ramsey received an application to renew the <br />(:onditional Use Permit to continue operation of the asphalt production plant. <br /> <br />]'hat the application to renew the Conditional Use Permit included a site plan that <br />proposes to pave the plant operation and production area, the customer and employee <br />parking area and the truck access and egress lanes (stockpile areas would not be paved); <br />and install a security fence, earth berm and plantings along 141st Avenue N.W. <br /> <br />v) <br /> <br />ri'hat the Subject Property is zoned Business Warehouse and the surrounding parcels are <br />zoned either E-2 Employment or E-1 Employment. <br /> <br />Tlmt the Subject Property and surrounding parcels were zoned Industrial until 1990; and <br />thc asphalt plant is compatible with the surrounding uses that developed in that area, prior <br />to the City rezoning a portion of the Industrial zone to Business Warehouse and then to E- <br />l and E-2 Employment. <br /> <br />11) <br /> <br />That the asphalt plant will continue to require silos and conveyors totaling approximately <br />65 feet in height. <br /> <br />12) <br /> <br />That the Applicant has stated that the plant will continue to process demolition concrete <br />and asphalt into aggregate for re-use. <br /> <br />RESOLUTION #05-08-281 <br /> Page 2 of 4 <br /> <br /> <br />
