Motion carried. Voting Yes: Chairperson Kiefer, Commissioners Vogt, Childs and Netzloff. <br />Voting No: Commissioner Henke (She feels we are not hearing our citizens speak). Absent: <br />Commissioners Donovan, LaMere and Spain Brist. <br /> <br />Mr. Hendriksen stated that the City Attorney will be drafting amendment language and the <br />argument is that we have limitations so we have to do this. To find out whether it is possible to <br />implement this in a greater timeframe, could a Charter amendment be made to draw wards and <br />implement this in other than this two-year time frame. <br /> <br />Attorney Goodrich stated he would find out the answer to that. <br /> <br />Commissioner Childs stated he is comfortable having this taken care of now because of all the <br />discussions that have taken place and because he has been able to work with the senior Charter <br />members. <br /> <br />Consensus of the Commission was to have another Charter Commission meeting to review the <br />language from the City Attorney at 7:00 p.m., on Wednesday, May 9, 2001. <br /> <br />Case #1: <br /> <br />Consider Amending Section 2.3 of the City's Charter in Order to Implement <br />the Seven Member Council and Election of Majority of Councilmembers <br />Every Two Years <br /> <br />Motion by Chairperson Kiefer and seconded by Commissioner Vogt to table discussion of this <br />case because of the action taken in the previous case. <br /> <br />Motion carried. Voting Yes: Chairperson Kiefer, Commissioners Vogt, Childs, Henke and <br />Netzloff. Voting No: None. Absent: Commissioners Donovan, LaMere and Spain Brist. <br /> <br />Case #3: Update on Charter Appointments <br /> <br />Chairperson Kiefer explained the process for Charter appointments. <br /> <br />Commissioner Henke expressed concern about the process of making the recommendations. She <br />felt all of the Commissioners should have gotten copies of the letters of interest. She had also <br />expressed interest in assisting with the interviewing and would like to have been called in <br />because Commissioner Richard Netzloff could not be there for the entire process. <br /> <br />Commissioner Vogt stated that he has known Chairperson Kiefer for 3+ years and Mr. Kiefer is <br />a very fair person. <br /> <br />Commissioner Henke assured Commissioner Vogt that this is not a personal attack on Mr. <br />Kiefer. <br /> <br />Commissioner Vogt suggested that if there are concerns, they should be put in letter from and the <br />Commission will discuses it.
