Gamec, Mayor City of Ramsey 15153 Nowthen Boulevard NW Ramsey, MN 55303 From: Brent Parent 8661 160th Ct NW Ramsey, MN 55303 Hi James, my name is Brent Parent and I have been a resident of Ramsey for approximately 3 years and have lived in the Anoka area my whole life.- ~My father, Al Parent introduced me to Tom Game¢ at the Game Fair on AuguSt 21, 2005. We had a conversation focused on the overpopulation of deer in the metro as a whole and specifically in the Ramsey area, as well as the current rules the City of Ram.sey has in place I'or archery hunters. Tom recommended that I send you a letter and copy him on it. l-lc said once he received the letter, he would drop in and talk to you about it. Problem There is an undeniable problem with the over population of deer in the Ramsey area. As more and more land gets developed the deer have less places to go and as a result there is more and more car crashes and residents gardens and plants around their houscs being eaten. I have contacted the DNR and they agree that more deer need to be harvested in the metro area. This is why they allow hunters to harvest up to 5 antlerless deer each in the entire metro area. For good reasons, the City of Ramsey requires archery hunters to have written landowner permission and to get a permit from the Police Department. The problem is that they ' require archery hunters to be 300 yards (900 fi) fi.om any residential structure. This is unreasonable. Thc DNR requires firearms hunters to. be at least.500-ft from someone else's occupied residence and no distance restriction with written landowner permission or on your own residence. I can't think of a reason why the Ramscy archery distance restriction is 400 fi further than the. DNR's f'zrearms distat~ce restriction. There may be examples, but while archery hunting, [ am unaware of anyone getting hurt from an arrow. I would propose the following for archery hunting: Omit all distance restrictions. Require landowners written permission. Require a permit like you do now. Require archery hunters to be elevated off the ground. Archery hunters are elevated anyway and this would ensure the arrows are directed into the ground. -216A.
