We had a <br />conversation focused on the overpopulation of deer in the metro as a whole and <br />specifically in the Ramsey area, as well as the current rules the City of Ram.sey has in <br />place I'or archery hunters. Tom recommended that I send you a letter and copy him on it. <br />l-lc said once he received the letter, he would drop in and talk to you about it. <br /> <br /> Problem <br />There is an undeniable problem with the over population of deer in the Ramsey area. <br />As more and more land gets developed the deer have less places to go and as a result <br />there is more and more car crashes and residents gardens and plants around their houscs <br />being eaten. I have contacted the DNR and they agree that more deer need to be <br />harvested in the metro area. This is why they allow hunters to harvest up to 5 antlerless <br />deer each in the entire metro area. <br /> <br />For good reasons, the City of Ramsey requires archery hunters to have written landowner <br />permission and to get a permit from the Police Department. The problem is that they ' <br />require archery hunters to be 300 yards (900 fi) fi.om any residential structure. This is <br />unreasonable. Thc DNR requires firearms hunters to. be at least.500-ft from someone <br />else's occupied residence and no distance restriction with written landowner permission <br />or on your own residence. I can't think of a reason why the Ramscy archery distance <br />restriction is 400 fi further than the. DNR's f'zrearms distat~ce restriction. There may be <br />examples, but while archery hunting, [ am unaware of anyone getting hurt from an arrow. <br /> <br />I would propose the following for archery hunting: <br />Omit all distance restrictions. <br />Require landowners written permission. <br />Require a permit like you do now. <br />Require archery hunters to be elevated off the ground. Archery hunters are elevated <br />anyway and this would ensure the arrows are directed into the ground. <br /> <br />-216A. <br /> <br /> <br />
