He indicated there may be a need
to wai! longer to begin construction. He noted the Lions have been discussing possibly changing
the date of their picnic. Councilmember Elvig suggested an alternate be included in the bidding
process lbr a fall start versus a spring start on construction.

Case #4:

Authorize Contract for Metal Roofing for Construction of New Ramsey
Municipal Center

Assistant City Administrator Nelson reviewed that based upon the bids received for division
RM-3072 Metal Roofing, the Council made the decision to re-bid this division further clarifying
thc scope of work and contractor qualifications. This process has been completed, the bid
opening was held at Ramsey City Hall on Thursday, September 8th at 2:30 p.m.; three bids were
received. The low bid was from M.G. McGrath in the base amount of $383,508 with a bid
alternate amount of $43,088 for the zinc alloy roofing materials. The total for this division
would be $426,596. The budget established for this bid division at the time of the bond sale was
$446,776, which would allow the $20,180 in the budget to be transferred to the Construction
Contingency.

Cheryl Badinger of 3D/I advised a change order in the amount of $5,250 will be required for the
RM-1071 Fully Adhered EPDM Roofing and Sheet Metal contract that was awarded to S.G.O.
Roofing and Construction in May if the Council chooses to select the zinc alloy material. The
change order would be due to the change to zinc alloy sheet metal flashing from the base bid of
anodized metal.

('ouncilmcmber Elvig inquired what the bids came in at during the last bidding process.

Ms. Badinger replied there was a big spread. The low bid was approximately $290,000 and the
high bid by M.G. McGrath was approximately $446,000. It would have been necessary to throw
out thc two low bids because they did not acknowledge the addendum. The specifications were
made clearer, which is why there has been $20,000 in savings, and M.C. McGrath has an
opening in their schedule, which also resulted in a lower bid.

Motion by Councilmember Pearson, seconded by Councilmember Olson, to authorize Resolution
No. 05-09-306, Authorizing Metal Roofing Contract for New Ramsey Municipal Center to M.G.
McGrath Company in the amount of $426,596.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig,
Jefi'rcy, and Strommen.
